Job Description

Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

The project is currently seeking two qualified Short-Term HIV Commodities Data Management Advisors to be based at central Ethiopia Pharmaceutical Supply Agency (EPSA) office, Addis Ababa, Ethiopia. The short-term advisors are responsible for providing technical support to EPSA to develop systems, procedures, and tools for analyzing HIV supply chain data at each EPSA cluster hub and support the implementation of the system. The advisors will work to develop standard tools for reporting essential supply chain data and to review the completeness, timeliness, and accuracy of the RRF report for each of the 19 EPSA hubs through seven cluster hubs to develop intervention plans to ensure improved product availability at all levels of the branch catchment. They will conduct regular stock status analysis and monitor the proper distribution and continuous availability of HIV/AIDS commodities. Please see the criteria below for details:

Short Term HIV Commodities Data Management Advisor

The Global Health Supply Chain – Procurement and Supply Management Project in Ethiopia

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), President’s Malaria Initiative (PMI) and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global and local collaboration to improve availability of health commodities

Purpose

The short-term HIV Commodities Supply Chain Information Advisors are responsible for providing technical support to EPSA to develop systems, procedures, and tools for analyzing HIV supply chain data at each Ethiopia Pharmaceutical Supply Agency (EPSA) cluster hub and support the implementation of the system. The advisors will work to develop standard tools for reporting essential supply chain data and to review the completeness, timeliness, and accuracy of the RRF report for each of the 19 EPSA hubs to develop intervention plans to ensure improved product availability at all levels of the branch catchment. They will conduct regular stock status analysis and monitor the proper distribution and continuous availability of HIV/AIDS commodities. They will support EPSA to revise the Integrated Pharmaceutical Logistics System (IPLS) SOP and the Report and Requisition Forms (RRF) to accommodate new initiatives on HIV/AIDS commodity management.

Principal Duties and Responsibilities

  • Work with EPSA to develop systems, procedures, and tools for analyzing HIV supply chain data at each EPSA cluster hub and support the implementation of the system.
  • Wok with EPSA relevant units to develop standard tools for reporting among hubs which will be used for essential supply chain data reporting in cluster hubs and EPSA central offices.
  • Work with EPSA to review the completeness, timeliness, and accuracy of the RRF report of HIV health commodities for each of the 19 EPSA hubs at seven cluster hubs through a cluster catchment meeting and develop intervention plans for identified major challenges.
  • Conduct stock status of HIV/AIDS commodities to identify stock at risk, develop risk mitigation plan and shared to logistic decision makers to ensure continuous availability
  • Support EPSA to develop tool to review the data from the report and requisition report (RRF) and patient management information system (PMIS) monthly summary report
  • Collaborate with RHBs, implementing partners, health facilities and EPSA to improve the availability of HIV/AIDS commodities.
  • Monitor the proper distribution, availability and utilization of HIV/AIDS commodities for implementation of new initiative.
  • Support EPSA to revise the SOP for Integrated Pharmaceutical Logistics System (IPLS) and the Report and Requisition Forms (RRF) to accommodate new initiatives on HIV/AIDS commodity management
  • Support the integration of HIV RTK with the IPLS system
  • Work to instill the culture of regular RRF review, analysis, verification and feedback practice at EPSA and relevant government structures
  • Work to implement the strategy for sustainable provision of IPLS formats through EPSA
  • Work with EPSA branches to install a culture of RRF review practice of HIV/AIDS drugs to identify data quality problems, exaggerated consumptions and negative consumptions
  • Work with EPSA branches to identify cause for poor data quality and reasons for stockout of health commodities and to provide feedback to EPSA branches and RHBs
  • Share data in subnational level coordination platforms and partners on RRF data quality and stockout reasons
  • Produce and share regular and ad hoc reports as required.
  • Document and share success stories and best practices
  • Maintain a good knowledge and understanding of all office rules and procedures as set forth in the project policy manual.

Level of Effort and Location

  • This short-term position will work five days in a week and be based at central EPSA office in Addis Ababa, Ethiopia.

Duration of assignment

  • July 15, 2021 to September 24, 2021

Supervision

  • The Short-term HIV Commodities Data management Advisors will technically report to forecasting and market shaping director of EPSA and administratively report to the GHSC-PSM Supply Chain Operations Director.

Job Requirements

Qualifications:

  • Advanced degree in Pharmacy, Supply chain, Business administration, Public health or related fields;.
  • Minimum of seven (7) years of relevant experience in public health supply chain information system strengthening or related field; USAID experience preferred.
  • Significant experience in system strengthening of the Ethiopian public health supply chain management, with experience related to HIV/AIDS program at EPSA level
  • Proven experience in providing technical assistance to public health supply chain system strengthening activities at EPSA.
  • Has trainings and certificate in logistics Management Information System Demonstrated ability to work with partners in implementing complex programs
  • Skilled in actively working in high-performing teams and independently deliver expected result
  • Excellent interpersonal and communications skills
  • Fluency in English required
  • Demonstrated leadership, versatility, and integrity
