Job Description

Background

The purpose of the GHSC-PSM program is to ensure uninterrupted supplies of health commodities in support of United States Government -funded public health initiatives around the world. At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

The project planned to conduct data quality assessment (DQA) in collaboration with the Ethiopian Pharmaceuticals Supply Agency (EPSA), and the Ministry of Health (MOH) to identify areas for improving the supply chain data quality assurance and logistics management information systems.

Overall Scope of Work

The overall scope of work for data collectors is to communicate sampled facilities and to collect data.

The specific scope of work

The data collectors are expected to accomplish the following tasks during data quality assessment. 

  • Communicate EPSA, regional health bureau, and health facilities to get prepared in advance for the data collection,
  • Collect data using online SurveyCTO (the data collectors will be oriented on the tool),
  • In case of limitations during data collection, consult the data collection supervisor for corrective actions,
  • Provide feedback to health facilities on the status of key data quality dimensions (timeliness, accuracy, and completeness),
  • Submit progress report on data collected to the data collection supervisor on a daily basis,
  • Submit a summary report of overall challenges, key findings, and recommendations,
  • Collect supplementary documents (as required) and
  • Any other job requested by the data collection supervisor

Period of performance and Assignment Areas: -

The period for data quality survey will be from August 25 to September 8, 2021, at selected health facilities and EPSA branches. The data collectors will take orientation prior to data collection.

A total of 24 data collectors will be enrolled in the DQA. Data will be collected from more than 100 health facilities and 15 EPSA branches organized into 12 groups. Travel and actual data collection dates will be determined based on numbers and remoteness of health facilities. 

Job Requirements

  • Degree on pharmacy, statistics, other related fields. MSc degree is preferable.  
  • Three and above years’ experience, on supply chain Logistics Management Information System or public health management and related professional experience.
  • Persons who are trained in the Integrated Pharmaceuticals Logistics System, DQA, monitoring and evaluation (M&E), and health management information system are preferable.
  • Proven experience in data collection and participation in M&E activities.

The following deliverables are expected from data collectors: 

  • Data entered into the SurveyCTO
  • Summary report of the survey, challenges, and recommendations
  • Supporting document DQA assessment (as necessary)

Technical supervisors

  • The overall performance of data collectors will be supervised by GHSC-PSM M&E manager
