Main Purpose
Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and up-to-date medical knowledge, MSF protocols, MSF values and universal hygiene standards to improve the patients’/beneficiaries’ health conditions.Accountabilities
• Guarantor of medical ethics and quality health care to all beneficiaries.• Ensure every patient is treated with respect and confidentiality is maintained.• Apply medical knowledge and skills to diagnose, treat and prevent disease. Carry out outpatient and inpatient consultations, prescribing the necessary treatment according to MSF protocols.• Ensure the correct application of MSF Clinical Guidelines, nutrition protocols and other MSF and National guidelines• Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood.• Follow up the evolution of the hospitalized/IPD patients through daily consultations and examinations, prescribing the necessary treatment according to MSF protocols, adapting treatment when necessary, deciding whether patient is ready for discharge or requires transfer to another department or facility.• Monitor and control the rational distribution of medicines and equipment under his/her responsibility and ensure the quality, disinfection and sterilization of the medical material. Assure general compliance with hygiene standards.• Participate in the collection and analysis of epidemiological data, checking its accuracy and validity and informing the line manager or project coordinator about any problems. Reporting any medical errors and monitoring the proper functioning of the department, equipment or materials.• Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.• Know and ensure that all MSF IPC protocols are followed and implemented, checking universal precautions are followed at all times, reducing bio-hazard risks, and improving infection control.• Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.MSF Section/Context Specific Accountabilities
· Show flexibility to work in any/all departments including OPD, ER, IPD, ITFC, TB-HIV, MATERNITY and MENTAL HEALTH.· Clinical examination of patients during ward rounds, during admission and whenever needed. MD will be informed in detail about all new admissions and if critical must be seen and evaluated by MD at the time of admission.· Clear and careful documentation of any new diagnosis or finding, any procedures performed, and update in patient status· Implement Patient Therapeutic Education i.e. providing them information regarding their health state and responding to their questions on daily basis.· Discuss complicated cases and those needing referral with other MDs and participate actively in the decision-making.· Using telemedicine in complicated cases in which s/he needs MSF specialist help· Participating and/or preparing CME (continuous medical education) on weekly base· Participating and/or presenting mortality review every week· Filling in mortality epidemiological data in tool after a patient death· Theoretical and on-the-job training of clinical officers and nurses regarding general principles of care, common complications and prescription of systematic treatment.· Collaborate and monitor the clinical activities of all the medical staffs (other MDs/Clinical Officers/Nurses) to ensure quality medical care to all the patients.· Active collaboration with Medical Activity Manager/Expat Medical Doctor for patient referrals.· Taking responsibility on patient referral to tertiary hospital in collaboration with NAM. Acting as focal point for clinical decisions on any case in absence of expat MD/MAM· Active collaboration with Expat Midwife/Maternity Department if assigned to work in Reproductive Health.· Active collaboration with Expat Mental Health Officer/Mental health department if assigned to work in Mental Health.· Participating in mass casualty response· Flexibility when emergencies or mass casualties occur in MSF catchment area, including non-MSF workplace, for example Gambella hospital or other health institutions around MSF project.· Perform or direct actively any patient needing minor surgery appropriate to the facility.· Oversee the whole procedure whenever a patient needs anesthesia (eg. ketamine).· Ensure a verbal handover to next duty team regarding patients and their status according to the schedule.· Plan and implement measures regarding disease prevention.· Ensure proper waste management and infection control measurements are in place in collaboration with IPC supervisor· Ensure rational use of drugs and modify treatment plans when required based on stock availability· Contribute to morbidity & mortality reports as well as analysis of weekly & monthly statistical reports.· Participate actively in the medical team meeting, supervisors meeting etc. for the smooth running and improvement of the medical activities.· Contribute actively to a good working relationship with MAM, NAM, NTS, CAS, midwives, nurses, lab and mental health team.
Education
Medical Doctor in Tropical Medicine with valid professional practicing license
Experience
2 year experience minimum as a Medical Doctor or in clinical work (can be within medical training). Desirable experience in tropical medicine, or post-registration experience in public health, obstetrics and gynecology, paediatrics, infectious diseases, HIV/AIDS/STDs, TB, general practice, general medicine or minor surgery.
