Médecins Sans Frontières (MSF) is an independent international medical humanitarian organisation that delivers emergency aid in more than 60 countries to people affected by armed conflict, epidemics, natural or man-made disasters or exclusion from healthcare.Main PurposePerforming the day to day purchasing activities in a particular supply office (coordination or project level) according to MSF protocols and standards in order to ensure an optimal running of the mission/ project

 

Accountabilities• Performing on a day to day basis the purchasing activities of a supply office, analyzing market sources and competitive pricing conditions among different suppliers in order to ensure an ongoing supply of goods, following the procurement procedures and according to MSF standards and protocols. Including the following activities: • Constantly assessing the local market, seeking products and suppliers that offer the best value for money and negotiating prices in order to guarantee the best quality and pricing for MSF goods and commodities. Regularly updating the supplier-item-price data on the supply office and informing the Supply Chain Officer / Logistics Manager of all information or modifications to the data i.e. price, address, items available• At the request of the line manager, obtaining different quotations from suppliers according to the MSF Purchasing policy and placing purchase orders to pre-selected suppliers with whom prices have been agreed• Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval• Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), managing advances issued by the Finance Department, etc. Updating information on purchase lists after purchases are made• Assisting in reception control process with the storekeeper• Performing delegated tasks according to their activity and as specified in their job description Some of the above-mentioned tasks are not part of the day by day schedule of this specific position in SNNPR, but they are still required to match the MSF standards job description for purchasing officer. Context Specific AccountabilitiesThe purchasing officer will also be expected to:·       Able to process orders, select the right supplier and deliver in time.·           Communicating with customers, keeping them up to date concerning their order status and prioritizing procurement and transport according to their needs Perform the following, under supervision:·       read incoming transport documents, write outcoming transport documents, detect anomalies at the moment of reception and declare a claim.·       being informed of importation constraints and lead time.·       use supply software with regards to their activity.·       understand priority and constraints of the customer. Perform the following, autonomously: ·       bargain prices and the sell conditions, compare quotations, make basic contracts.  •        Due to the context, the SNNP Region sees a big displacement of people and the outbreaks of several diseases and therefore an increase on medical need. MSF is currently running medical, logistics and watsan activities in Konso zone, Alle Special Woreda, Derashe Special Woreda, Amaro Special Woreda, Burji Special Woreda and adjacent zones when outbreaks happen. Awareness and respect for the cultural differences of our patients and colleagues is mandatory for all MSF staff.•        MSF employees are subjected and must obey to the Ethiopian Labour Law and the MSF Internal Regulation document. As well as this, they committed to follow and comply with all the MSF fundamental documents (MSF charter, Behavioural Commitment and MSF code of conduct). These documents describe the rights and the duties of every MSF employee. Going against the provisions of these documents may lead to disciplinary measures and to dismissal.  Unawareness of these provisions won’t be accepted as an excuse for inappropriate and unprofessional behaviour.

Job Requirements

Education

Essential, secondary education; commerce related studies desirable

Experience

At least 2 years' experience in supply chain related jobs

Languages

Mandatory: Amharic and English
