Job Description

The CMAM Surge officer will closely work with Health and Nutrition program team for effective, efficient and quality implementation of CMAM surge/health surge approach at all health and nutrition project implementation woredas for effective and timely anticipation of shocks and making sure timely and appropriate response plans are put in place.

Main duties & Responsibilities:

Key Responsibilities

Technical Support & Quality Assurance

  • Ensure CMAM surge/health surge rollout at all health posts and health centers are as per the standard global CMAM surge approach operational guide and contextualized Ethiopian CMAM surge guideline.

  • Follow up and monitor for appropriate and timely monitoring of CMAM and medical thresholds at health facilities and woreda level by making sure all CMAM surge dashboards and monitoring charts are properly filled and tracked at all level. 

  • Support and lead woreda health offices and concern project team in preparing and organizing surge response plan and implementation when threshold levels are crossed or possible surge of cases are anticipated.  

  • Facilitate CMAM surge implementation review meeting every quarter with woreda health and nutrition technical team to identify challenges and lessons learnt for timely solution and improvement of the implementation.

  • Facilitate annual or bi-annual revision of CMAM surge/Health surge approach at health facilities and woreda level and make sure threshold levels are up-to-date in line with the actual capacity of woredas and facilities and the seasonal calendar up to date.

  • Facilitate preparing of MOUs/Commitment for signing and supporting woreda health offices in identifying their capacity and response plan for CMAM surge response to support health facilities during surge of CMAM or medical cases.

  • Make sure important tools, materials and equipment for CMAM surge implementation are available at all facilities.

  • Provide technical assistance to field team to ensure field teams are technically equipped and capable of monitoring and providing technical support for quality implementation of CMAM surge approach for HEWs and health care providers at all level.  

Capacity Building & Mentorship

  • Support in trainings of staff (emergency and development) and government counterparts on understanding and applying an CMAM surge approach to all projects to identify and address key bottlenecks (move from substitution to supporting or strengthening the system)

  • Provide regular technical visits (supportive supervision) to programs to support effective implementation, monitoring, evaluation and documentation of ongoing CMAM surge/HSS activities.

  • Support on building coaching techniques and problem solving to address identified systems barriers.

Support in program Development & Design

  • Support and contribute on the development of proposal and report documentation related to health, nutrition, CMAM surge and HSS components by providing impute with the necessary data or different information.

  • Contribute and support development and adaptation, of “CMAM Surge” for acute malnutrition and to include key childhood diseases and subsequent evaluation, documentation, dissemination and scale up

  • Ensure the use of appropriate Health, nutrition and HSS standard indicators for monitoring the process, achieved outputs and outcomes, and in making findings available for future programming and planning.

Monitoring, Evaluation, Assessment & Learning

  • Assist in conducting different health and nutrition assessment for in-depth analysis of health, nutrition practices and barriers in different target populations

  • Contribute in Collating and sharing findings from Concern or other agency learning on health and nutrition issues, health system barriers or bottlenecks

  • Support on preparation of reports and learning briefs for external dissemination from all projects, in liaison with MEAL unit and H&N department team.

Job Requirements

 Person specification:

Essential:

  • Minimum of a Bachelor’s Degree in Public Health or equivalent (Masters an advantage)

  • At least 3years’ work experience in managing emergency and/or development health projects, including nutrition

  • Experience in health system strengthening and a good understanding of capacity building approaches an advantage

  • Knowledge or familiarity  with CMAM  surge approach is an added advantage

  • Good understanding of capacity building approaches

  • Strong verbal and written skills in English

  • Experience in working with team and governments

  • Strong verbal and written skills in English

Desirable:

  • Experience of data analytical software including EpiInfo, SPSS highly desirable

  • Strong leadership, teamwork, coordination, interpersonal and negotiating skills

  • Strong analytical skills, sound judgment and the capacity to think and plan strategically

  • Representation, liaison and negotiation skills

  • Familiarity with cross-cutting approaches such as HIV mainstreaming, rights-based, gender, equality

  • Computer literacy and familiarity with Microsoft Office, including PowerPoint presentations and spreadsheets and budgeting
