SUMMARY
The Director of Finance & HR will oversee the day-to-day operations of the finance, HR and office administration team, ensuring that the operations of the organization are managed efficiently and effectively. They will oversee financial systems, contracts, human resources, and information systems of the organization in accordance with AGCI Ethiopia’s general policies, procedures and the requirements of AGCI Headquarters. This position will serve as a member of the leadership team of the organization, advising and supporting the AGCI Ethiopia Country Representative and AGCI Headquarters in making appropriate decisions regarding human resources, finance and administrative matters.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Financial Operations:
Provide oversight of the day-to-day financial activities of the organization.
Verify and approve payments as a cheque signatory.
Regularly review expenditure plans of each AGCI Ethiopia program and/or initiative.
Ensure the proper utilization of funds for the intended purpose of AGCI Ethiopia’s programs and initiatives.
Ensure that all head office payments are executed on time and within the approved budget.
Monitor the release of funds for all programs & initiatives.
Manage the processing, recording and reporting of all payments and financial transactions for AGCI Ethiopia per the financial policies and procedures of the organization and regulatory requirements.
Monitor and evaluate the implementation of planned activities as per the budget schedule.
Develop and maintain quality control mechanisms to ensure the proper documentation and management of all financial transactions are obtained and reconciled with the Bank Balance.
Ensure all taxes are paid on time to the appropriate governmental offices.
Ensure that all documentation is properly coded and entered into AGCI Ethiopia’s accounting software.
Review and adjust financial transactions for programs & initiatives.
Oversee the purchase & property management functions of the organization and purchasing committee.
Review and monitor all purchasing decisions and records in accordance with the organization's policies and regulatory requirements.
Monitor the proper utilization, maintenance and record keeping of all AGCI Ethiopia assets.
Prepare financial documents for the annual audit and distribute audit report to the AGCI Ethiopia Leadership team, AGCI Headquarters and appropriate government offices.
Budgeting:
Provide leadership and guidance in budgeting and accounting for all AGCI Ethiopia financial transactions.
Manage budget planning, implementation and reporting for each program and/or initiative in collaboration with the AGCI Ethiopia Country Representative and AGCI headquarters.
Assist program directors and the AGCI Ethiopia Country Representative in all financial planning.
Reporting:
Prepare periodic financial statements and reports for all programs and projects and submit to the AGCI Ethiopia Country Representative, AGCI Head Office and pertinent government offices.
Inform the AGCI Ethiopia Country Representative and AGCI Headquarters of any over or under utilization of budget.
Prepare a monthly budget vs expenditures report for each program and initiative.
Prepare program specific budget reports or a financial analysis of specific programs at the request of the AGCI Ethiopia Country Representative or AGCI Headquarters.
Assist program directors in the preparation and review of all financial reports.
Human Resources:
Perform human resources development tasks including selection and recruitment, orientation, transfers, promotions and maintenance of employees’ records.
Oversees the administration of employee payroll and benefits.
Advise and support the AGCI Ethiopia Country Representative in making the appropriate decisions on human resource development and administrative matters.
Guide the AGCI Ethiopia Country Representative and hiring committees in the process of employee selection, review and evaluation in accordance with current Ethiopia labor laws.
Prepare and manage internal and external employment vacancy announcements/advertisements.
Assist the AGCI Ethiopia Country Representative and AGCI Headquarters in settling labor claims and complaints in line with the AGCI Ethiopia employee handbook and the current Ethiopia labor laws.
Identify potential areas/issues of conflict/grievance and advise the AGCI Ethiopia Country Representative and AGCI Headquarters on proactive measures of prevention.
Develop annual staffing plan and implement that plan in consultation with the leadership team of AGCI Ethiopia.
Advise the AGCI Ethiopia Country Representative and AGCI Headquarters on personnel issues.
Organize events and team building opportunities to foster team unity and connection.
Advise the AGCI Ethiopia Country Representative and AGCI Headquarters on staff salaries and benefits administration.
Manage updates and revisions to the AGCI Ethiopia Employee Handbook in collaboration with the AGCI Ethiopia Country Representative, AGCI Headquarters and AGCI Ethiopia’s legal counsel in accordance with the current Ethiopia labor laws and regulations.
Ensure that all administrative activities are carried out in accordance with the AGCI Ethiopia Employee Handbook, AGCI Headquarters and current Ethiopia labor laws.
Prepares and maintains training manuals and operational records for AGCI Ethiopia.
General Administration:
Ensures all general organization records are maintained in compliance with all policies and procedures, laws and regulatory requirements; maintains confidentiality and data-control/release of all organization information.
Participate in periodic organizational planning tasks, meetings or report outs.
Displays excellent communication skills in both English & Amharic including writing, presentation, and listening abilities; displays excellent ability to remain calm and courteous under pressure.
Respectfully takes direction from the AGCI Ethiopia Country Representative and AGCI Headquarters.
Maintains punctual, regular and predictable attendance; can work evenings and weekends, as required.
Attends and participates in staff meetings and training courses as required.
Works collaboratively in a trust based and relational team environment with a spirit of cooperation and remains open to all levels of work and support for the organization.
Other duties, as assigned.
SUPERVISORY RESPONSIBILITIES
Directly manages finance, human resources and administrative employees. Is responsible for coordination, and evaluation of AGCI Ethiopia employees. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problem.

Qualifications

EDUCATION and/or EXPERIENCE
Master of Accounting, Business Administration, or Management with 8 years relevant experience or BA in Accounting or Business Administration with 10 years of relevant experience. Proven managerial, interpersonal and communication skills required. Knowledge of accounts receivable/payable, preparation of financial statements and payroll, benefits and office administration is required.
LANGUAGE SKILLS
Ability to read, analyze, and interpret general business correspondence, reports and inquiries in English and Amharic. Ability to write error-free business correspondence, reports and presentation materials in English and Amharic. Ability to effectively present information and respond to questions from supervisors, donors/sponsors, clients, vendors, organization partners, and the general public in English or Amharic.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Computes rate, ratio, percent, and calculates figures and amounts such as discounts, interest, commissions, proportions, and currency conversion accurately.
COMPUTER SKILLS
Job requires advanced basic computer skills including logging on to systems, word processing, spreadsheet, report writing, project management, presentation creation/editing, database, use of internet and communication by e-mail. Requires expert knowledge of, and use of, accounting software.
REASONING ABILITY
Ability to work with and protect extremely confidential files and information and have the appropriate discernment regarding handling issues of varying complexity and sensitivity. Ability to define problems, collect data, establish facts and draw valid conclusions and can deal with a variety of abstract and concrete variables. Has the discretion to weigh the levity of an issue and pass along to the appropriate party/leader within the organization, as needed.
