Job Description
The Programme Manager is a senior and managerial position at the Network of Ethiopian Women’s Associations (NEWA) with management, leadership and programme governance roles. The Programme Manager (PM) oversees the Programme Operations, Communication and Public Relations Section, & IMS, Resource Center, Fund Raising / Resource Mobilization, Research and M&E Units, the Women’s Peace-building and Humanitarian Response Initiatives, among others. The PM assists the Executive Directress in strategic responsibilities and ensures that all NEWA’s interventions are guided by and aligned to the FYSP (2020-2024). The incumbent plays a role in securing a strategic partner for NEWA to be a center of excellence national network. The PM also plays a lead role in human resource development, strengthening the internal technical capacities, and the constituency and membership building at all levels, partnership with like-minded national and international institutions, associations, movements and women, young women and girls’ structures and Government Institutions as appropriate.
As advocate Network organization, the position requires a responsibility for the collection and management (IMS), (documentation & dissemination) of information and knowledge relevant for informed decisions, policy processes, and advocacy actions These include having gender disaggregated data, profiles of women/YW in and for leadership, and decision making to meet NEWA’s intentions to be a reference point for GE and women’s political empowerments. The PM also periodically reviews and identifies implementation gaps of relevant policies, laws, and plans and the engagement of women, young women and girls in their comprehensive areas of interest and needs as enshrined in the FYSP.
The position holder needs to internalize the essence, the philosophy behind NEWA’s causes, its vision and its mission and be passionate for it. As a senior managerial position, the expected qualities include being visionary and forward looking, diligent, stable, organized and proficient manager and communicator. Be a role model for the subordinate staffs though mentoring and coaching where possible.
Ensure programs and projects are guided, designed, managed and coordinated as per the FYSP of NEWA (2020-2024) and the use of logical frameworks as management tools,
Assist the Executive Directress in strategic responsibilities and ensures that all NEWA’s interventions are guided by and aligned to the FYSP (2020-2024);
Lead in the development of the NEWA programme portfolio in consultation with the executive directress and maintain the functional programme management system,
Follow the day-to-day operations of the Communication and Public Relations and Fund Raising / Resource Mobilization sections, M&E and Research Units, the Women’s Peace-Building and Humanitarian Response Initiatives,
Technically assist the Programme Coordinator in the Programme Operations,
Technically assist and ensure all themes under the PM’s authority contribute to meet NEWA’s mission, goals, and register and sustain results and are compliant and expectations of the donor partners
Prepare project proposals to raise funds / resources in line with the organization mission and strategic objectives and for the construction and operations of the Ethiopian Women Center,
Exert efforts to secure a long-term strategic partner to secure core funding for NEWA to emerge as center of excellence,
Initiate and follow up policy monitoring and advocacy actions, the implementations of the national policies and laws, and international conventions and frameworks, including the SDG, Beijing Platforms for Action, CEDAW, Human Rights Declarations, Civil Rights, and Political, Legal and Socio-economic rights from the perspective of gender equality and women comprehensive empowerment
Initiate efforts to ensure the National Policies are gender sensitive, and have GRB plans and exert efforts to ending GBV/VAWG, HTPs all levels
Ensure there is conducive working environment, through the cultivation/ strengthening of organizational culture of cooperation, transparency equality and mutual respect under her line of authority,
Initiate efforts and propose actions in human resource development, strengthening the internal technical capacities,
Ensure NEWA’s engagement on issue of women, peace and security as well as in humanitarian responses
Propose actions to ensure that NEWA’s structure fulfills the execution of the strategic plan in which members actively engage and meets the national contemporary needs, interests and asks of NEWA’s targets and the expectations of the member associations/ organizations, building strong constituency,
Take proper actions to build/ increase the constituency and membership at all levels, partnership with like-minded national and international institutions, associations, movements and women, young women and girls’ structures and Government Institutions
Manage communications through media relations, social media by closely working with the communication section, (NEWA magazine (Kinijit) press release and statements, website and social media uploads,) in consultation with the ED,
Set in place IMS, plan and execute the collection and management of information and knowledge relevant for informed decisions, policy processes, and advocacy actions, (researches, policy briefings, press releases, gender disaggregated and proper management of the Resource Center)
The PM also periodically reviews and identifies implementation gaps of relevant policies, laws, and plans and the engagement of women, young women, girls in their comprehensive areas of interest and needs as enshrined in the FYSP.
Ensure that NEWA is engaged in policy processes, sectoral discourses and national feminist movements, national council, platforms related to gender equality, women empowerment and the fight against GBV/VAWG,
Review reports from the programme coordination, M&E, research, C&PR, Fund raising and provide feedbacks,
Set in place software tools to ensure security and improve internal communication including sharing project documents, plans and get alerts from ME, and Finance,
Liaise and network with relevant NEWA partners and collaborators to improve NEWA’s visibility, coordination of activities and promotion of shared advocacy agenda
Represent NEWA in national and international meetings, conferences as delegated by the Executive Directress,
Ensure the streamlining and complementarity of the programme department, finance and administration department, other sections, units and expertise and avoid duplications,
Strategize to build team spirit, having shared overarching objectives, goal, mission and vision
Communicate effectively and with integrity with colleagues, members, stakeholders, donor and government partners to maintain respect and good relationship,
Identify possible risks and opportunities and handle accordingly to prevent failure, and
Perform other duties as assigned by the executive directress.
ACCOUNTABILITY
Supervision: Work independently under the authority of the Executive Directress, and oversee the program operations with strategy and policy guidelines.
Decision Making: Makes decisions with regard to work responsibilities of program including researches, IT, Communications (IMS), MEL, peace building, humanitarian response, membership and partnership and is accountable for them
Responsibilities over data or information: Has access and generating to information within NEWA program coordination and operations, and is responsible for program data generation and management.
Responsibilities over staff: All technical staff under her decision making as described above.

Educational
Qualifications
BA in social studies, of social science (gender studies/ sociology/ anthropology/social studies specializing in the field of women and development, or closely related field)
Masters’ degree in the field of social science (gender studies/ sociology/ anthropology/social studies specializing in the field of women and development, or closely related field)
PHD in the field of social sciences (gender studies/ sociology/ anthropology/social and women development or related field
Relevant Experience
Fulfillment of high-level strategies and organizational goals,
Program management, coordination and including design, implementation, monitoring and evaluation and reporting
Excellent in business management, administration and high analytical approach
Proposal writing
Good knowledge in national policies, & programs and international conventions/ frameworks
Experience in gender, gender mainstreaming, GRB programs and policy monitoring
Experience in coordination & managing gender related projects
Experience and knowledge in the Ethiopian CSO Sector, networking, partnership and advocacy
Similar experience as for the MA holder
