Job Description

Supervising and monitoring the implementation the logistics activities in the project related to his/her technical activity or activities (Construction, ICT, WHS, Coldchain,Bio med, Workshop, etc.) according to MSF standards, protocols and procedures in order to ensure the efficient running of MSF systems, infrastructure and equipment of the project.

  • Position title: TECHNICAL ACTIVITY SUPERVISOR 

  • No. of positions: ONE (1)

  • Place of work: Jigjiga Office 

  • Length of contract: 12 months with possibility of extension/Fixed term

  • Remuneration and Benefits:

    • Starting gross salary: 47,000 ETB

    • Medical cover: as per the organization's policy

General Accountabilities: 

  • Supervising and monitoring on a day-to-day basis the implementation of his/her technical activity/activities in the project ensuring compliance to MSF standards, protocols and procedures.  Including one or more of the following activities: 

  • Construction: all technical and scheduling aspects of the building and rehabilitation activities in the project

  • ICT: installation and maintenance of the systems and communications' software and hardware

  • Workshop: the daily mechanical servicing activities of equipment and vehicles in the capital and project

  • Other technical logistics activities

  • Supervising and leading the logistic team under his/her responsibility including the definition of each person's tasks (daily supervision and checking the quality of their work); drawing up working schedule;  organising and leading meetings of the team and participating in the staff selection and training

  • Planning and supervising the HR processes (recruitment, training, performance evaluation and internal, external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity

  • Managing and organizing the materials and tools needed for his/her activity/activities which includes inventory of stocks, receipt and processing of orders, keeping records of received goods and checking the monthly consumptions of consumable items

  • Planning together with the line manager, the required checks and maintenance activities of the set-up/systems of his technical activity/activities

  • Participating in monthly reports according to guidelines and implementing reporting practices and protocols

  • Performing delegated tasks according to his her speciality and as specified in his/her job description

  • Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to,  water supply, excreta disposal, waste management, vector control, and dead bodies management for the emergency responses with support of watsan manager

  • Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project;

  • Planning vehicles movements, tracking individual trips, and ensuring implementation of security measures

  • Tracking consumption of supplies, fuel, lubricants, used in different facilities (office, house, store, etc.).

  • Checking the maintenance of the various open spaces (gardens, courtyards...) and ensuring that domestic waste is correctly discarded

  • Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings ect. and security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.

  • Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular: 

Specific Accountabilities:

  • Maintenance and construction

  • Ensure the check and follow-up of facilities (office compound, HC, residences ...) under the line manager supervision.

  • Carrying out regular visits to the facilities, reporting any anomalies or problems to the line manager.

  • Identification of local contractors and follow-up of the works

  • Check and maintain the waste management

  • Security and safety

  • Checking that premises observe safety and security norms (fire extinguishers present, electrical installations earthed, etc.) and take the necessary actions when improvements are needed.

  • Ensure surveillance and guarding activities in all MSF facilities and premises are correctly implemented.

  • Materials and equipment

  • Ensures together with the line manager and mechanics proper functioning, required checks and maintenance activities of energy equipment, electrical installations, pumps , generators, airco, office equipment, plumbing and water distribution, drainage,  sanitation according to MSF standards 

  • Monitoring the consumption of mechanical and electrical machines/devices

  • Ensures correct maintenance of the cold chain

  • Install, maintain as per the schedule and repair biomedical when necessary. 

  • Train the MSF staff on the appropriate use and minor maintenance of all energy, electrical installations, pumps, generators, airco, biomedical material, ….

  • Communication and IT

  • Responsible for the correct functioning of the communication systems: correct installation and maintenance of radio,  email, …

  • Ensures the monthly backup and maintenance of project computers including virus definition updates.

  • Supervision of the radio room

  • Transport, Drivers and mechanics team management.

  • Planning and tracking of the movements

  • Supervise, motivate and train all drivers to ensure:

  • Proper treatment of their vehicles and damage prevention

  • Performance of daily and weekly vehicle checks

  • Cleaning of Vehicles and basic maintenance

  • Planning of cars and drivers schedule.

  • Supervision of project electrician

  • Ensuring all electrical installations in MSF facilities comply with MSF standards and performing autonomously and ensuring, all necessary complex / advanced electrical installations, maintenance and repairs, according to the supervisor’s instructions. This includes the following tasks : 

  • Carrying out critical rehabilitation tasks and corrective maintenance interventions and the coordination and execution of required tasks as well as installation of needed electrical equipment as defined by each project. Elaborating the necessary documentation for carrying out energy installations projects (plans, list of materials, etc.)

  • Carrying out and updating the electrical installations inventory in MSF missions’ facilities and performing annual maintenance procedures and safety checks across facilities in the project. Executing any needed tests after any repair or maintenance.

  • Coordinate and lead the logistics team under his/her responsibility, (daily workers or fixed employees):

  • Defining each person’s tasks, supervising them on a daily basis and checking the quality of their work (punctuality, rigour, quality, etc.).

  • Evaluations of employees

  • Drawing up working schedules for logistics teams for each department or facility.

  • Organising and leading meetings of the team under his supervision.

  • Participating in the recruitment of personnel for his team.

 Job Requirements

Education

Essential diploma or TVET Level 4 with Competency Certification (COC)/degree preferably in Engineering or construction or Related Fields.

Experience

Essential at least 2 years of working experience in similar jobs

Languages                              

Mission language essential (English )  and   Local language Essential(Somali)

Knowledge

Computer literacy (and according to the requirements of the technical activity)
