Job Description
Supporting the Medical Coordinator through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring adequate program management in the projects, according to MSF protocols, (para)medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population.
Monitoring, supervising and evaluating the implementation of medical activities in the project, visiting projects according to preset schedule and participating in defining the human resources needs, materials and techniques. Assisting in the implementation of MSF protocols, (para) medical standards, the rules of hygiene and universal precautions in service.
Assisting in the collection of information on national health policy (meetings, reports, articles, etc.), collecting and participating in the analysis of epidemiological data (meetings, reports, articles, etc.) from the projects
Ensuring medical follow up of patients (treatment, improvement) in collaboration with the medical referent of the health structure and overseeing all medical expenses associated with the patient, in collaboration with the supervisors. Organize the administrative and medical information (reports, ongoing treatments), the discharge of patients and return to their homes
Supporting and supervising the project teams and participating in the management of the medical team in the capital (recruitment, training, monitoring their work, vacation planning, assessments, etc.). Participating in briefings and debriefings of the (para) medical team members and promoting communication and active participation in the development of the project
Applying the employee health policy and participating in the evaluation of hospital structures that can serve as reference structures for national and international staff. Participating in the medical monitoring of MSF personnel and overseeing all medical expenses associated with various consultations and hospitalizations in collaboration with the line manager
Participating in the management of the central pharmacy, advising and guiding the logistics team in the mission of drug stock management. Organizing the start-up, inventory and management of operational medical library according to the classification plan
Participating in the data collection and management from the projects as well as preparation of monthly, quarterly and annual reports and organizing · data archiving and medical reports in the project
Performing other duties at the request of Medco (exceptional strengthening of a field team, involvement in evaluations, etc.)
MSF Section/Context Specific Accountabilities
A: Medical policy and planning
As part of medical coordination, participates in program planning and the development of new and existing project proposals and health related policies as delegated.
As delegated by deputy MedCo or MedCo supports the project medical teams to translate the objectives of a project proposal into an implementable medical work plan.
Assists and supports the medical teams with identification of Ethiopian protocol & policy issues that have implications in the translation of the MSF health policy and identified health needs into objectives and priorities for health interventions (including watsan etc).
Analyses the Ethiopian medical context and advises the Med Co and the CMT accordingly
B: Staff Health:
To participate in reviewing and implementation of a suitable health policy for national and international staff
To monitor staff mental health needs and ensuring a response to the mental health needs of teams
Brief new staff members on personal health and staff health policy
Ongoing identification and reviewing of contracts of designated medical institutions, DMIs, for national and international staff
Cross-checking and approval of medical bills from DMI in liaison with finance department.
Follow up of vaccination status of staff and make sure all staffs have opportunity to receive vaccination according the recommendations in the health policy.
Cross-checking and confirmations of sick-leaves for national staff, ask second opinion if she/he thinks the sick-leave certificate provided could be flawed or unjustifiable in medical terms
Assist the medical coordinator in her/his responsibility of medical evacuations
Support field teams with staff referrals.
Assist in providing staff health care when indicated.
C: Representation/communication:
At the request of medical department represent MSF at local/national health authorities and relevant stakeholders and communicate the outcomes effectively
As delegated, actively involved in national medical and nutrition working groups; with a view to influence national guidelines with MSF medical aspirations.
Increases awareness of the successes and innovations achieved by MSF-OCA programs e.g. HIV/KA co-infection research in resource-poor settings like Abdurafi, etc.
Support internal communication with the medical team for smooth functioning of the medical coordination office
D: Human Resources Management:
Assist in the recruitment/hiring of medical staff, medical staff development, supervision and coaching & evaluation when requested
Participating in and assisting with trainings conducted by external facilitators.
E: Other Specific Tasks
Supports projects in facilitating referral of patients to Addis Ababa when needed
Actively participates in any operational research undertakings when requested
Support the mission epidemologist in the implementation of data systems including archiving, filing and sending confidential medical documents to Amsterdam office.
Actively participates in medical and humanitarian assessments, emergency preparedness and response at the mission level
Actively volunteer to fill gaps in key positions at project level and in medical coordination
Performs additional duties as per the request of immediate supervisor and other members of the CMT.
Assist with archiving and packing SGBV certificates for dispatch to the HQ.F: Patient Centered and Quality Of Care
Provide technical support to project teams in implementing and monitoring quality of care and patient-centered care standards across all mission sites.
Coordinate and support the roll-out of PCC and quality improvement initiatives, including clinical audits, supervision visits, and staff capacity building.
Serve as the mission’s focal point for medical incident reporting, ensuring timely documentation, analysis, and follow-up in collaboration with project teams and coordination.
Facilitate regular communication and learning across projects to promote continuous improvement and adherence to organizational and national clinical standards.
Number of Position: One (1)
Place of work: Addis Ababa Coordination Office with 50% travel to MSF’s projects in Amhara, Tigray, Gambella, and Somali regions
Terms of employment: 1 year with a possibility of extension
Remuneration and Benefits:
Starting gross salary/month: USD 1509
Medical Coverage : as per organizational health policy
Requirements
Medical Doctor diploma or equivalent in a related allied health with valid Professional Practicing License
Experience
Training or experience in tropical medicine and/or public health
Emergency experience
Minimum 2 years experience
Languages
Excellent command of English. Control of local languages
Adequate skills in reading and writing of the Amharic language, knowledge of Somali and Tigrinya language is an advantage
Knowledge
Essential computer literacy (word, excel and internet)
Knowledge of key national & international public health issues and clinical topics relevant to MSF (e.g., HIV, malaria, kala azar, TB)
Strong effective communicator in writing, project representations and in interpersonal communication
Computer literacy: WORD, and Excel are essential, Epi-info and FUCHIA programme skills are advantageous
Good written skills, with proven ability in report writing (medical reports, assessment reports etc.,)
Excellent communication skills; ability to motivate and lead medical colleagues
Excellent clinical skills and ability to mentor/coach medical staff
Coaching and supervision experience very advantageous; management/team leadership experience a definite plus
