FHI 360 serves more than 70 countries, all 50 U.S. states, and all U.S. territories. FHI 360’s Crisis Response team has been responding to the humanitarian emergency in Tigray, Amhara, Afar, Somali Regions through an integrated Health, Nutrition, WASH, and Protection project to meet the critical needs of the conflict-affected population. FHI 360 aims to expand its reach to the Oromia Region in Negele East Borena, Ethiopia to provide humanitarian response to affected population and will be implementing the program with the Ethiopia-based national organization, Pastoralist Concern (PC).

Under the supervision of the Protection Coordinator, will take lead on day-to-day activities; work across various departments, collaborate with the other Sector Specialists to oversee GBV activities under the ISH-E III project in Somali (Liben and Afder) and Oromia region, Negele Borena. The position will also work in close collaboration with other team leaders within the sector and within the organization. The position reports to the Protection Coordinator.

Duties and Responsibilities

The primary functions of the Protection Team Leader are to oversee the implementation of quality GBV prevention and response activities, building capacity.

  • Work closely with the protection Coordinator to understand program goals and to meet expectations.

  • Contribute to ongoing assessments and analyses to better understand protection risks, to map points of service for survivors of GBV and vulnerable individuals, and to identify support structures.

  • Analyze trends of GBV and suggest ways to develop/adjust program strategies to meet needs.

  • Contribute to program design and the preparation of concept notes and proposals, providing necessary field information/ data.

Program Implementation and Capacity Development

  • Strengthen case management and referral systems.

  • Work with teams and communities to develop appropriate prevention and awareness raising/behavior change strategies.

  • Support Protection staff to become leaders of GBV prevention and response. Depending on skill sets and required roles, trainings may include gender, guiding principles of addressing GBV, GBV case management, referral pathway development, compassionate care, facilitation skills, mobilization, project cycle management, etc.

  • Organize and support trainings for healthcare providers, as needed and appropriate.

  • Compile monthly and quarterly reports, on time and with accurate data.

Coordination

  • Coordinate with local and international NGOs, UN agencies and other stakeholders to ensure holistic support for survivors, including participation in strengthening GBV SOPs and referral pathways.

  • Actively participate in protection/GBV working groups and contribute to inter-agency initiatives, also promoting FHI360 as a leader agency in Protection.

  • Contribute to the positive image and overall credibility of the organization, notably through the application of the organization’s Code of Conduct

Human Resources Management

  • Assist in the selection, training, and support of qualified program staff.

  • Coordinates own workflow and sets individual priorities.

  • Works under general guidelines for completion and accuracy as determined by the supervisor.

  • Accomplishes results through lower-level staff managers or through experienced staff who exercise independence in their assignments.

  • May manage a centralized functional area of activity.

  • Serve as mentor to more inexperienced technical staff.

  • Develop support strategies for staff and introduce principles of self-care.

 Financial Management

  • Develop work, spending and procurement plans in line with FHI 360 financial pipelines.

  • Work with Finance and Logistics to procure supplies within program budgets

  • Ensure compliance with donor financial regulations.

Applied Knowledge and skills

  • Ensures appropriate and timely technical support for field projects.

  • Ensures the quality of implemented technical activities and systems at all levels.

  • Conducts routine coordination with employees and consultants, on-site and in the field.

  • Strong knowledge and skills in a specific technical area/function and general understanding of concepts and principles of related technical areas/functions.

  • Solid knowledge of standards for the technical area/field, operational processes and procedures, work, and task flow.

  • Has the ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.

  • Proficient writing and verbal communication skills.

  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).

  • Ability to manage their own work to job and performance standards.

  • Must be able to read, write and speak fluent English and fluent in Local language.

  • Ensure compliance with security protocols and policies.

  • Consider security implications of all program activities, reviewing all new initiatives with national/ field staff and community leaders and incentive workers or volunteers.

Travel

  • 50% of travel to the field intervention areas in Somali and Oromia regions

Job Requirements

Educational Requirement

  • BA Degree or its International Equivalent in Gender, Psychology, Law, Social Work, Public Health, Social science or any other degree related to area of focus.

  • Master in related field is a Plus.

Experience

  • 6+ years of relevant experience with the first degree on implementing or leading GBV and/or Gender focused projects in emergencies.

  • Practical experience in a team leader is an advantage.

  • Experience on working with internally displaced people and conflict affected communities in any region in Ethiopia.

  • Previous experience working in NGO and INGO is mandatory

  • Supervisory skill.

  • Language proficiency in written and spoken English.

  • Computer proficiency: Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

  • Good communication and report writing skills.

  • Knowledge of written and spoken in the local languages of the respective regions.
