Brief Description of the project/ unit
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives.
In Ethiopia, GIZ has been working for more than 40 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The project Land Governance III supports the Ethiopian government in reforming the land governance system. In particular, it supports land governance institutions in addressing spatial trade-offs and challenges between food security, biodiversity protection and climate mitigation. Besides advising on policy development, the regulatory and institutional framework, the project also supports the organizational and capacity development of land administrations as a prerequisite to implement reform measures and facilitates partnerships to solve concrete spatial trade-offs in selected critical landscapes.
Strategic communication is a cross-cutting element of the project, playing a key role in raising awareness, ensuring stakeholder engagement, and supporting the uptake of reforms. By translating complex technical content into accessible messages, the communication function fosters inclusive dialogue, promotes transparency, and supports learning across government, civil society, and development partners. Communication also contributes to visibility and accountability through the documentation and sharing of project results and impact stories.
The project follow a role-based working approach. The abovementioned advisory task are supported by the task teams policy/strategy and critical landscapes. The project is part of the climate change cluster of GIZ Ethiopia that unites projects in the area of land governance, forestry, land management, drought resilience, soil and energy
To enhance the project's communication and visibility, a communication advisor will be recruited to lead the design and delivery of communication strategies, products, and tools
Responsibilities and Duties
Strategic Communication & Visibility
Lead the development and implementation of a comprehensive communication and visibility strategy aligned with EU, BMZ, and GIZ guidelines.
Proactively identify and leverage relevant forums, media outlets, and partnerships to position the project and its land governance themes at national and regional levels.
Conceptualize and implement large-scale communication campaigns and media initiatives to enhance the project’s visibility and influence.
Content Development & Quality Assurance
Work closely with project teams, management, and partners to develop tailored communication materials for diverse audiences, ensuring coherence and alignment with project objectives.
Produce high-quality communication products such as explainer videos, infographics, brochures, fact sheets, human-interest stories, and social media content.
Ensure all communication outputs adhere to branding, messaging, and quality standards, including the correct use of logos and disclaimers.
Knowledge Sharing & Outreach
Support internal and external knowledge-sharing processes within the project and the Climate Cluster, including contributions to donor reports and visibility materials.
Conduct field visits to collect photos, videos, and testimonials that capture project impact and community perspectives.
Support the development of digital and e-learning materials that facilitate wider knowledge dissemination.
Events & Representation
Coordinate and support project events such as launches, dialogues, technical workshops, and regional platforms, ensuring high visibility and professional representation.
Identify and prepare tailored materials for dialogues, conferences, and public forums to present project results and approaches.
Other duties/additional tasks
Contribute to business development and visibility efforts within the Climate Cluster.
Carry out other communication-related assignments as requested by the superior
Qualifications
University degree (MA) in Communications, Journalism, Public Relations, Media Studies, or a related field.
Fluency in English and Amharic (written and spoken) is required
Knowledge of German is an asset.
Professional experience
Minimum of 5 years of experience in communication, public relations, or with communication companies within development cooperation or related sectors.
Strong track record in designing and implementing communication strategies, visibility campaigns, and outreach initiatives.
Proven ability to produce engaging and high-quality communication products and field-based impact stories.
Experience managing external service providers, including drafting and supervising Terms of Reference.
Skilled in organizing events and ensuring professional visibility and stakeholder engagement.
Advanced proficiency in digital and visual tools (e.g., Power BI, Canva, Adobe Creative Suite, MS Office Suite).
Prior experience in land governance, natural resource management, or rural development is an advantage.

Willingness to travel to project sites across Ethiopia.
Familiarity with EU,BMZ and GIZ - funded project communication and visibility requirements
