The Horn Center for Democracy (HCD) is an independent, not-for-profit policy advocacy and research institution based in Addis Ababa. The Center’s primary objective is to promote and strengthen the culture of democracy, good governance, and inclusive citizen engagement across the Horn of Africa (HoA) countries.
As a think-and-do tank, HCD not only conducts research but also implements programs aimed at advancing policy advocacy, capacity building, and fostering cooperation and networking among national and regional civil society organizations (CSOs), think tanks engaged in democracy, good governance, peace and security, and human rights at both regional and national levels, as well as regional institutions such as IGAD.
To support effective delivery of its research and programs and to strengthen institutional capacity, HCD is seeking to hire qualified professionals for these two positions.
The Research and Communication Officer will support the Center’s research initiatives and communication efforts, ensuring that HCD’s policy work and advocacy messages are effectively communicated to diverse audiences.
The MEAL Officer will be responsible for designing, implementing, and managing monitoring and evaluation frameworks to evaluate program performance and impact.

Reports to: Program Director and Executive Director
Type of Contract: One-year renewable contract based on performance and funding availability (with a two-month probation period)
HCD seeks a detail-oriented and proactive Part-Time MEAL Officer to strengthen the quality, effectiveness, and learning capacity of our democracy and governance programs in the Horn of Africa. The ideal candidate will have a solid understanding of MEAL frameworks within the context of democracy, human rights, or peacebuilding programs, and be able to manage MEAL tasks effectively in a flexible, part-time capacity.
Key Responsibilities:
Monitoring & Data Management (Approx. 40%):
Develop and implement program and project M&E frameworks, tools, and databases.
Document HCD Activities, Track program performance indicators, and ensure timely reporting.
Conduct regular data quality assessments (DQAs) to ensure the reliability and validity of program information.
Support the preparation of high-quality funding proposals, including logical frameworks where required, ensuring that donor requirements and guidelines are known and met;
2. Evaluation & Analysis (Approx. 25%):
Support program teams in documentation, data analysis, and impact assessment.
Support the design and implementation of mid-term reviews and final evaluations, and support the management of external consultants
Conduct periodic data analysis to identify trends, challenges, and successes across the HCD portfolio.
Translate complex data findings into clear, concise, and visually engaging summaries for management and non-technical audiences.
3. Accountability & Feedback Mechanisms (Approx. 20%):
Implementing the MEL plan, including quality control of reporting outputs, and ensuring compliance with all requirements of donors and HCD standards for monitoring and reporting.
Facilitate internal reflection and learning sessions and integrate feedback mechanisms.
Contribute to the development of high-quality donor reports by integrating MEAL findings and success stories.
Assist in capturing best practices and case studies that demonstrate HCD's impact on democratic processes.
Develop the skills and understanding of programme staff in MEAL issues.
Undertakes other tasks as assigned by the Programme Director
4. Learning & Knowledge Management (Approx. 15%):
Facilitate internal reflection and learning sessions and integrate feedback mechanisms.
Contribute to the development of high-quality donor reports by integrating MEAL findings and success stories.
Assist in capturing best practices and case studies that demonstrate HCD's impact on democratic processes.
Develop the skills and understanding of programme staff in MEAL issues.
Undertakes other tasks as assigned by the Programme Director
Job Requirements
Qualifications & Skills:
Essential
MSc or higher in Statistics, Development Studies, Economics, or related field.
Minimum of 8 years of relevant experience in M&E, preferably with NGOs and with experience at the HoA/Pan-Africa level
Proven proficiency in developing and using quantitative and qualitative data collection tools (e.g., KoboToolbox, ODK, SurveyCTO, or similar digital platforms).
Strong analytical skills and proficiency in data analysis software (e.g., SPSS, Stata, or advanced Excel).
Excellent written and verbal communication skills in English. Fluency in relevant regional languages is a significant advantage.
Excellent report writing and analytical skills.
Competencies
Sound analytical skills, attention to detail, ability to think strategically, and to plan and prioritize work and meet deadlines.
Able to manage assigned tasks independently and meet deadlines, which is critical for a part-time role.
High-level communication skills, including experience of communicating effectively across cultures and with diverse audiences, both verbally and in writing
