We are looking for a dynamic and experienced Program Manager to ensure the efficient, timely, and high-quality implementation of the economic empowerment program at PSI/E from inception to completion. The role involves establishing strong partnerships with government entities, implementing partners, and other stakeholders; overseeing planning, monitoring, and reporting of the program implementation and impact; leading project initiatives and conducting regular team reviews; supporting fundraising efforts; and coordinating both internal and external communications and program partnerships. 

This position at PSI/Ethiopia will be part of the extended leadership team of an anticipated 3-year MasterCard Foundation funded program. The Step Up to Dignified and Fulfilling Work program aims to reach 32,000 financially disadvantaged rural young women, including 5% persons with disabilities and 5% refugees, across 270 kebeles in Oromia and Somali regions. Over 3 years, the program will support 24,000 young women (75%) to transition into dignified and fulfilling work by addressing the structural barriers limiting their economic participation. Smart Steps aligns with the Mastercard Foundation’s Young Africa Works strategy, contributing to poverty alleviation through financial inclusion and by expanding access to education, skills, and employment for youth aged 15 to 35. The program is structured to deliver three intermediate outcomes: improved economic empowerment of rural young women through skill development and financial access; supported and informed economic and life decisions through strengthened community support systems; and Improved markets and financial services through inclusive financial and market opportunities.

Key Responsibilities

  • Manage internal and external program designing, planning, budgeting, monitoring and evaluation, including annual work planning with project management and technical teams and implementing partners 

  • Support the overall economic empowerment program management initiatives through team strategy, workshops and management of activities using digital management tools (e.g., Asana and Teams/SharePoint).

  • In close collaboration with the Program Director, other project/program teams and implementing partners’ program managers, coordinate internal and external communication to ensure strategic alignment, effective partnerships, and cohesive program delivery.

  • Provide technical assistance and follow up economic empowerment researches, strategic planning, and knowledge management with relevant departments/ teams.

  • Support the development, implementation and review of relevant project related procedures and ensure compliance with donor and organization policy.

  • Follow up with program and M&E teams to ensure that economic empowerment projects are implemented on time, with quality, on budget, and according to work plans, and take corrective action, when necessary, with support of the Program Director.

  • Proactively engage in government technical working groups and represent PSI Ethiopia's economic empowerment change objectives, strategies and activities.

  • Provide expertise in the development and implementation of market-based business models for more sustainable economic empowerment programs.

  • Provide technical support for product and tool development to facilitate economic empowerment program rollout at the field level.

  • Support the learning agenda for strategic economic empowerment programming, including drafting of presentations, case studies and learning notes.

  • Oversee effective implementation of PSI Ethiopia objectives as they relate to economic empowerment programs, coordinate with M&E team to ensure the timely collection of program data and preparation of reports. 

  • Identify human resources requirements of the project and develop plans for meeting these requirements.

  • Support program integration with gender, safeguarding, and inclusion priorities in collaboration with relevant technical advisors.

  • Contribute to economic empowerment program fundraising by supporting donor mapping, concept notes and proposal development for new program development.

Job Requirements

  • At least six (6) years with master’s degree or eight (8) years of experience with first degree in Management, Economics, Agribusiness, Business Administration, or other relevant disciplines out of which 4/6 (respectively) years of program supervisory/ managerial experience is required.

  • Have relevant experience in agribusiness sector 

  • Proficient in MS office applications and program management tools.

  • Detail-oriented with ability to ensure high degree of organization of documentation and other resources.

  • Ability to successfully recruit, train, develop, and manage staff toward results.

  • Excellent interpersonal, communication, and presentation skills, both oral and written.

  • Excellent team management skills and capacity to effectively address and resolve conflict

  • Strong ability to manage cross-functional teams, oversee partnerships, and adapt programming based on real-time evidence and learning.

  • Excellent diplomatic skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels.

  • Willingness to travel frequently throughout Ethiopia.
