Job Description

JSI has historically managed a large portfolio of projects focusing on the quality and equity in access of RMNCAH services, primary health care (PHC), including community health programs, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.
This role is embedded within the Ministry of Health, providing essential, day-to-day technical implementation support, policy guidance, and localized capacity transfer to MOH counterparts and regional teams. The Technical Specialist is the primary link between the central project team and the facility-level implementation efforts.
Technical Implementation & Policy Integration
Facilitate and support the identification and translation of user requirements for the e-Licensing system, MFR enhancement, and integration, ensuring active participation from MoH regulatory and digital health counterparts.
Provide on-site technical oversight for the phased implementation of the integrated MFR/e-Licensing solution in pilot regions.
Work directly with the MOH Regulatory LEO to translate the new MFR governance protocols into practical, enforceable operational guidelines at the zonal and woreda levels.
Coordinate with the development team and MOH to verify and test the functionality of the MFR’s new interoperability services (FHIR API endpoints) with the e-Licensing system.
Ensure an HCD approach is integrated during field testing, capturing feedback from data entry users and decision-makers on cross-device functionality (desktop, tablet, mobile).
Capacity Building & Field Support
Lead the development and cascading of all capacity-building efforts, including TOTs, for regional MFR and e-Licensing officers.
Facilitate consistent on-the-job coaching and supportive supervision to regional/zonal regulatory experts and frontline staff to ensure the new MFR curation process is institutionalized.
Local Partner Engagement:
Coordinate and facilitate the knowledge transfer process between the local tech firm/startup and MOH staff during the co-development phase. Capacity Building & Ecosystem Development:
Oversee the strategy for engaging and transferring knowledge to local tech firms, visionary startups, and academic partners.
Provide executive-level mentorship to senior MOH counterparts on digital transformation strategy and governance enforcement.
Monitoring and Data Quality:
Support the execution of the Baseline Assessment and the subsequent MFR Maturity Assessments, including data collection and verification in the field.
Track and report on key governance indicators, such as regional endorsement status of protocols and initial data compliance rates during the pilot phase.
Bachelor’s degree (Master’s preferred) in Health Informatics, Information Technology, or Public Health.
Minimum 5 years of experience implementing and supporting the MFR or similar HIS at the regional or national level in Ethiopia. Strong practical knowledge of national digital health architecture and data standards (DHIS2, FHIR). Demonstrated experience managing field teams and capacity-building programs.
Must be able to work with minimum supervision and have strong interpersonal skills and skills to promote teamwork and effort.
Must have integrity and a pleasant personality.
Must be able to travel to woredas and kebeles regularly.
Speaking multiple local languages is a plus, while knowing at least one of the official work languages for the area of assignment is mandatory.
