Job Description

The Office Engineer Head is a senior technical leadership role responsible for managing, supervising, and controlling all office engineering functions, including technical documentation, quantity measurement, contract administration, material approval processes, cost analysis, and project reporting. The role ensures accuracy, compliance with ERA/AACRA standards, proper cost control, high-quality documentation, and timely preparation of BOQs and IPCs.

The Office Engineer Head serves as the central technical authority between site teams, consultants, the Technical Department, and top management—ensuring alignment, transparency, and efficiency across all engineering documentation and project control activities.

Top Roles and Responsibilities

Engineering Documentation & Technical Support

  • Lead preparation of BOQs, detailed cost breakdowns, bar bending schedules, material take-offs, and production sheets.

  • Review construction drawings, verify quantities, and oversee the preparation of shop drawings.

  • Manage drawing revisions, change logs, and coordinate with consultants for approvals.

  • Maintain comprehensive technical documentation, RFI logs, correspondence files, and project registers.

Quantity Surveying & Payment Certification

  • Measure executed quantities and prepare accurate IPCs in compliance with ERA/AACRA measurement standards.

  • Track daily and cumulative progress quantities, material delivery status, stock levels, and consumption reports.

  • Prepare variation orders, claims, and supporting documentation for contractual adjustments.

  • Ensure full accuracy and defensibility of quantities in all client submissions.

Planning, Scheduling & Project Control

  • Support the preparation of weekly, monthly, and long-term work plans.

  • Update progress schedules, productivity reports, and compare actual vs planned outputs.

  • Work with site teams to verify progress and integrate data into project forecasts.

  • Contribute to resource planning, productivity analysis, and performance tracking.

Contract Administration & Compliance Management

  • Ensure all technical and commercial submissions comply with contract documents, specifications, and ERA/AACRA standards.

  • Review procurement technical specifications, material submittals, test results, and approval documentation.

  • Ensure alignment of field execution with contractual obligations and approved drawings.

  • Maintain strong control over contract correspondence and documentation.

Reporting, Coordination & Leadership

  • Prepare daily, weekly, and monthly reports covering progress, quantities, material status, and technical issues.

  • Coordinate continually between site engineers, surveyors, consultants, project managers, procurement, and finance teams.

  • Ensure timely communication of technical data to support decision-making.

  • Manage and guide the office engineering team, ensuring accuracy, documentation discipline, and timely submissions

Job Requirements

Education

  • BSc in Civil Engineering, Construction Engineering/Management, or a related field from a recognized institution.

Professional Experience

  • Minimum 12 years of relevant experience as Office Engineer, Quantity Engineer, or Project Office Engineer in road and infrastructure projects.

  • Proven experience in BOQ preparation, quantity measurement, IPC preparation, and contract documentation.

  • Strong experience working under ERA/AACRA standards is highly preferred.

Technical Competencies

  • Strong ability to interpret drawings (plans, profiles, cross-sections, structural details).

  • Proficiency in AutoCAD, MS Excel (advanced), and reporting templates.

  • Working knowledge of MS Project / Primavera (preferred).

  • Familiarity with ERA/AACRA standard drawings, specifications, and measurement rules.

  • Strong document control and technical correspondence skills.

Other Requirements

  • Excellent written and verbal communication skills in English and Amharic.

  • High accuracy, strong attention to detail, and excellent document handling discipline.

  • Ability to collaborate with site engineers, surveyors, PMs, procurement, and finance teams.

  • Willingness to travel to project sites when required.
