Level of Effort: Full-time (40 hours per week)
Project HOPE is an international NGO with over 500 staff and hundreds of volunteers working across more than 25 countries to address urgent global health challenges.
Under the Empowered Communities Activity (ECA), Project HOPE is implementing a focused intervention in Amhara and Oromia regions to support critical maternal, newborn, and child health (MNCH) service delivery, capacity building, and health system strengthening across selected high-volume non-state actor (NSA) managed facilities.
The intervention aims to maintain access to essential RMNCAH-N services where NSA-managed facilities are the primary providers of care. Through this implementation, Project HOPE plans to reach approximately 25,000 pregnant women with comprehensive antenatal, delivery, and postnatal care, and 263,828 children under five with critical child health and nutrition services.
This focused effort is designed to protect previous gains, reduce preventable deaths, and support the transition toward longer-term sustainability in Ethiopia’s mixed health system.
2. Purpose of the Assignment
The Regional Coordinator will lead, coordinate, and oversee the implementation of all ECA activities at regional and woreda levels. The incumbent will ensure that NSA-managed health facilities deliver high-quality RMNCAYH-N services through strong technical support, coordination, monitoring, and targeted capacity building.
He/She will serve as the primary liaison with regional health bureaus, woreda offices, and other stakeholders, ensuring smooth implementation, compliance with project standards, and continuous learning and adaptation.
3. Key Responsibilities
3.1 Technical Leadership and Field Implementation
· Lead the planning, implementation, and day-to-day management of all ECA activities at regional and woreda levels.
· Provide direct technical support to NSA-managed health facilities to ensure delivery of high-quality RMNCAH-N services.
· Facilitate the roll-out of clinical guidelines, job aids, tools, and checklists.
· Ensure clinical mentorship, supportive supervision, and continuous quality improvement (CQI) are routinely conducted.
· Coordinate assessments, readiness checks, and follow-up actions with facility teams.
3.2 Coordination and Partnership Management
· Serve as the focal point for engagement with RHBs, Zonal/Woreda Health Offices, and other local partners.
· Represent Project HOPE in regional technical working groups, coordination platforms, and stakeholder meetings.
· Coordinate with other Project HOPE projects in the region/area office to ensure synergy and avoid duplication.
3.3 Capacity Building and Mentorship
· Support the design and delivery of capacity-building activities for NSA facility staff, including training, coaching, and mentorship.
· Facilitate mentorship networks through collaboration with professional associations.
· Support facility teams to use evidence-based practices and improve service quality.
3.4 Quality Assurance and Data Use
· Conduct routine data monitoring, validation, and quality checks in collaboration with the M&E Officer.
· Guide facilities to use RMNCAH data for performance reviews and improvement planning.
· Support documentation of best practices, innovations, and success stories from regional implementation.
· Facilitate monthly or quarterly performance review meetings with woreda and facility teams.
3.5 Monitoring, Learning, and Adaptation
· Participate in joint supportive supervision visits with RHBs and Woreda Offices.
· Capture field-level challenges, advise on corrective actions, and escalate issues to the Project Manager as needed.
· Support implementation of learning agendas, rapid assessments, and adaptive management processes.
3.6 Operations, Logistics, and Compliance
· Coordinate logistics for field visits, training events, and review meetings.
· Track activity budgets and ensure prudent use of project resources at the regional and woreda level.
· Ensure compliance with Project HOPE’s standards, safeguarding policies, and donor requirements.
· Submit timely activity reports, supervision findings, and regional updates.
Job Requirements
· Bachelor’s degree in public health, Nursing, Medicine, or related field (Master’s degree preferred).
· Minimum 7 years of experience in implementing RMNCAH or related health programs.
· Experience working with NSA/private health facilities is an advantage.
· Proven experience coordinating health programs at regional or woreda level.
· Strong familiarity with Ethiopia’s health system, RMNCAH programs, and public-private collaboration frameworks.
