Ohio State Global One Health, LLC (Ohio State GOH, LLC) is an affiliated entity of The Ohio State University working on a range of Global Health Security related projects targeting rapid response to public health emergencies through building laboratory, surveillance, and one health workforce capacity strengthening through applied education, training, and research throughout Ethiopia. Ohio State Global One Health works with the Federal Ministry of Health, Ethiopian Public Health Institute, Regional Health Bureaus, Universities and other research institutions. We are looking for a dynamic individual who can balance between technical and business/operations of a large portfolio of a Global Health Security (GHS) project.
Employment type – Fixed-Term consultancy.
Duration: Six-Months with a possible renewable based on performance and availability of funding.

The Global Health Security Advisor will provide technical leadership and strategic guidance to strengthen public health emergency preparedness and response systems in the Sidama Region. The advisor will focus on Marburg virus disease and other emerging and re-emerging public health threats.
Key Responsibilities:
Emergency Preparedness and Response: coordinate with regional entities to implement regional emergency response plans for Marburg and other public health emergencies; coordinate with regional health authorities, facility leadership, health professionals, partners and other key stakeholders for rapid detection, reporting, and containment of outbreaks.
Capacity Building: Train and mentor health teams on surveillance, case management, outbreak investigation, biosafety, and emergency response.
IPC response, and RCCE; strengthen laboratory systems and diagnostic capacity for priority pathogens.
Surveillance and Data Management: Enhance integrated disease surveillance and response (IDSR) systems; monitor epidemiological trends and provide timely analysis to inform decision-making.
IPC response: coordinate with IPC response teams at national levels to enhance the regional IPC response, assess the readiness of health facilities in the region for targeted IPC responses, and provide technical guidance for Rapid Response Teams (RRT) and facility Infection Prevention and Control (IPC) teams on containment strategies.
Stakeholder Engagement: Foster partnerships with regional government agencies including regional health bureau, Public Health Institute, health facilities, partners and other key stakeholders
Risk Communication and Community Engagement (RCCE): Design and implement RCCE strategies to ensure timely, accurate, and culturally appropriate communication during emergencies; engage community leaders and influencers to promote preventive behaviors and reduce misinformation; monitor community feedback and adapt communication strategies accordingly.
Facilitate collaboration between Sidama Region, Federal Ministry of Health, Ethiopian Public Health Institute, Ohio State Global One Health, U.S. centers for Disease Control and prevention and other key partners.
Support multi-sectoral coordination (human health, animal health, environment) for One Health approach.
Represent Ohio State Global One Health in the regional and zonal health bureau activities and build smooth communication and partnership.
Coordination & Partnerships
Laboratory Support: Ensure proper outbreak specimen management by coordinating with regional labs for correct collection, packaging, storage, and transportation according to national/WHO protocols.
Facilitate timely laboratory operations, including tracking specimen transport, ensuring recommended result turnaround times, and communicating results to clinical and surveillance teams
Support laboratory readiness by ensuring availability of PPE and specimen collection supplies, and providing on site mentorship to health facility staff on biosafety and sample handling
Compile and report laboratory data, including aggregate reports of specimens collected and tested to national systems and Global One Health, and identifying gaps to strengthen lab capacities during outbreak
Track progress of health security initiatives and report to the region and stakeholders.
Provide evidence-based recommendations for continuous improvement.
Monitoring, Evaluation and reporting:
Job Requirements
Medical Doctor (MD) or Health Officer (HO) and Master's degree in Field Epidemiology or Public Health with a strong clinical background.
Minimum 7 years in public health emergency preparedness and response; proven experience in outbreak investigation and management of high-threat pathogens
Strong analytical and epidemiological skills
Strong background on capacity building on basic IPC or has proven experience in implementing IPC response measures.
Demonstrated experience in case management of Viral Hemorrhagic fevers and other high-threat pathogens
Proven experience in capacity building during public health emergencies.
Excellent communication and coordination abilities
Preferred Competencies:
Experience working in resource-limited settings.
Knowledge of One Health approach
Fluency in English; knowledge of local languages is an asset.
