The Business Development Manager – Government & Strategic Accounts is a senior-level role responsible for driving the growth of the OVID K-Span business by securing high-value projects, particularly within government and institutional sectors. While the government market is the primary focus, the role also targets large private-sector clients, NGOs, real estate developers, industrial parks, contractors, and major organizations using innovative structural solutions.
The role demands a strong grasp of government systems, strategic communication skills, negotiation capability, and the ability to explain the technical and commercial value of K-Span solutions. The Manager leads the full cycle of opportunity identification, client engagement, proposal development, negotiation, and contract closure. Success in this position requires patience, resilience, excellent interpersonal skills, and the ability to navigate complex institutional processes.
Duties & Responsibilities:
Government Sector Engagement (Primary Focus)
Build strategic relationships with ministries, agencies, regional bureaus, government enterprises, and procurement units.
Lead government-focused business development plans, aligning K-Span solutions with national priorities.
Present K-Span products to technical committees and decision-making bodies.
Navigate procurement rules, budget cycles, and approval processes to secure government projects.
Strategic Business Development (Government + Key Accounts)
Identify high-potential clients across government, private sector, NGOs, and institutional markets.
Develop annual and multi-year BD strategies to position K-Span as a preferred system.
Establish a structured pipeline of opportunities and track progression through all stages.
Build collaborations with partners, contractors, and consultants to support project conversion.
Technical Product Mastery & Solution Deployment
Quickly learn and understand K-Span system specifications, applications, cost benefits, and competitive advantages.
Deliver professional technical and business presentations to clients.
Work with the Technical Team to prepare customized solutions, drawings, or technical clarifications.
Support feasibility assessments and technical reviews required by clients.
Proposal Development & Deal Negotiation
Prepare and lead proposal submissions, quotations, and technical packages.
Conduct opportunity analysis, pricing evaluation, and value justification.
Lead negotiations on scope, commercial terms, and partnership structures.
Achieve successful deal closures while protecting company margins and interests.
Market Intelligence, Research & Analysis
Conduct ongoing research on government budget allocations, priority sectors, and upcoming projects.
Track competitive movements, pricing trends, and market conditions.
Identify strategic opportunities early and prepare proactive engagement approaches.
Provide periodic market analysis reports to leadership.
Relationship & Stakeholder Management
Serve as the main relationship owner for key government and institutional clients.
Build trust and long-term partnerships through continuous engagement.
Coordinate with consultants, architects, contractors, and influencers that impact client decisions.
Represent OVID at conferences, events, and official platforms.
Cross-Department Collaboration
Reporting & Documentation
Maintain structured documentation for all government and private engagements.
Provide weekly, monthly, and quarterly BD performance reports.
Prepare project justification notes, client engagement summaries, and follow-up plans.
Job Requirements
BA/MA in Business, Economics, Marketing, Engineering, or related fields.
Minimum 10 years of experience in business development, government relations, institutional sales, or B2B engagement.
Experience working with government or large institutional clients is highly preferred.
Experience in construction, engineering solutions, industrial products, or infrastructure projects is an added advantage.
