Job Description

Specific duties include:

  • Support NEBE in setting up the Joint Electoral Operations Centers (JEOCs) and coordinating with national stakeholders including law enforcement organs;
  • Support NEBE in reviewing the preparedness of the JEOCs with focus on protocols for communications;
  • Support NEBE in analyzing Conflict Maps, including the impact of the hotspots on operational planning;
  • Support NEBE in carrying out exhaustive risk analysis and incorporating risk management scheme in operational plan and logistics
  • Support NEBE in preparing and reviewing security plans for electoral operations;
  • Develop mechanism to collect and analyze data/information in relation with electoral security
  • Support NEBE in analyzing the reports compiled by the JEOCs
  • Advise NEBE on minimum operational security standards for NEBE offices and other premises;
  • Support NEBE during the post electoral phase for designing the lessons-learned exercise on the work of the JEOCs.
  • Provide regular updates and draft reports and other documents according to the Project’s reporting framework as well as ad-hoc requirements.
  • Perform other tasks and duties as requested by the Chief Technical Advisor.

Impact of Results

All of the key results are critical for the project to operate and to be able to implement its activities effectively and efficiently. In the absence of these results the project would neither comply with UNDP rules and regulations nor be able to meet its objectives.

Job Requirement

Masters’ degree or Equivalent in Political Sciences, International Relation, Strategic Planning Studies or related field.

Interested applicants must have a minimum of 6 years relevant professional experience in areas of conflict prevention, early warning and risk monitoring, Experience in conducting comprehensive assessments related to early warning will be an added advantage, Experience working within or with security forces is an advantage, the post requires considerable cultural and political sensitivity and an ability to meet deadlines & familiarity with the UN in general and UNDP procedures in particular and/or previous experience with the UN is an asset.
