Specific duties include:
Drafting:
- Design, draft, and update NEBE’s regulations and manuals to develop standardized legal and institutional framework for elections.
- Support drafting of internal guidelines of operations, electoral directives and manuals of NEBE.
Research
- Prepare relevant legal documents based on the newly drafted/promulgated Ethiopian Elections and Political Parties Law, and applicable national and international standards related to the development of suitable comprehensive legal framework for elections in Ethiopia.
- Prepare relevant documents on comparative laws and experience, and international standards related to establishment of legal framework for elections in Ethiopia, including study cases
Archives
- Support the organization of systematic archives of legal documents, i.e. any laws and decrees and others legal provisions relevant to elections in both Amharic and English and in order to:
- Support the maintenance of the NEBE institutional memory;
- Support the update of the NEBE website;
- Support Research and Knowledge Management undertakings of NEBE
- Support the dissemination of NEBE legal framework to regional offices and other stakeholders
- Provide regular updates and draft reports and other documents according to the Project’s reporting framework as well as ad-hoc requirements.
- Perform other tasks and duties as requested by NEBE’s board member in charge of legal affairs and Chief Technical Advisor.
All of the key results are critical for the project to operate and to be able to implement its activities effectively and efficiently. In the absence of these results the project would neither comply with UNDP rules and regulations nor be able to meet its objectives.
Job Requirement
- Bachelors or Masters’ degree in, Law, Political Sciences, or related field.
- Interested applicants must have a minimum of 2 years for Masters and 4 years for bachelor’s degree specialized experience in national legal affairs, experience in drafting legal opinions or legislations, the post requires considerable cultural and political sensitivity and an ability to meet deadlines, familiarity with the UN in general and UNDP procedures in particular and/or previous experience with the UN is an asset.
