For Neglected Tropical Disease (NTD) projects 

Role profile:

As the Monitoring and Evaluation Officer Ethiopia, you will be responsible translating the organizational system into practical/operational data collection and analysis tools and mechanisms that enables systematic measurement of progress, outcome and impact. You will also coordinate the generation of continuous M&E evidence and build staff capacity to ensure establishment of a strong M&E system and culture that support the generation, use and dissemination of quality information for programme/project planning, implementation, adaptation, induced learning, monitoring, evaluation and documentation. You will closely work with NTD elimination/control programme team members and with the monitoring and evaluation coordinator at the country office level and other programme team members at the international level.

 Major responsibilities of this role involve:

  • Contribute to the development of M&E framework/standard operating procedures that would guide the way the M&E system will be structured and function within Light for the World country office,
  • Develop/adopt indicators for NTD and incorporate the required ones into Light for the World`s core M&E system
  • Participate in proposal discussions and lead the development of M&E plans for all newly appraised/applied projects of the NTD program in Ethiopia
  • Design and ensure the implementation of standardized project monitoring tools and methodologies as required by donors and Light for the World standards
  • Plan and coordinate project specific assessments (baseline assessment, all sort of surveys required by the projects including impact surveys, transmission assessment surveys, MDA coverage surveys, operational researches and evaluations), and share information within Light for the World International;
  • Participates in the supervision of MDA campaigns in each of the implementing partners;
  • Monitors project performance including NTD program coverage and NTD program progress in stopping district and/or sub-district MDA.
  • Participates in and represents the NTD project in review meetings and other M&E meetings organized by partners and other key players;
  • Ensure source data is available at implementing partners level and provide the necessary technical and capacity building support
  • Contribute to the health system strengthening of the government by ensuring NTD is reported under routine health system reporting structure, DHIS2; through ongoing capacity building, technical support and advocacy;
  • Develop M&E capacity building plan and build capacities of Light for the World and partner staff on monitoring and evaluation through training and supportive supervision;
  • Support in the preparation of quality, timely and complete monthly/quarterly/semi-annual and annual reports and updates to donors and Light for the World;
  • Facilitate the documentation and sharing of programme knowledge in the form of lessons learnt, success stories and quantitative data within Light for the World International;
  • Coordinate routine data quality assessment, documentation of findings, and development and implementation of action plans to improve data quality;
  • Develop database that captures information needed for reporting and programme development
  • ensure partners output monitoring sheet is completed and analysed bi-annually’
  • Performs other duties relating to M&E as may be directed by the M&E Coordinator 

Terms of Employment: one year contract with the possibility of extension

Job Requirements

Qualification and experience:

You have a MSc from a recognized institution in health monitoring and evaluation, statistics, with a minimum of 5 years’ practical experiences in projects/programmes planning and management, preferably in the NTD Program, in general and monitoring and evaluation projects funded by institutional donors like USAID/DIFD/EU and etc. in particular. Your vast general knowledge, in monitoring and evaluation of various projects/programs brings an added value to the success of projects jointly implemented by Light for the World and its partners. Demonstrated knowledge of information and communications technology and its application to M&E - at least proficiency with MS Office (Word, Excel, Powerpoint, and Access) is required. Knowledge of other M&E software such as GIS, SPSS, STATA and EpiInfo will be an advantageYou have an excellent understanding and knowledge of database management and report writing skills in English. You must have a good social attitude and a proven ability to operate in a multifaceted cultural setting. You are interested in development cooperation, on the inclusion of people with disabilities.
