Overview

Strengthening Host and Refugee Populations in Ethiopia (SHARPE) aims to increase livelihoods opportunities for refugees and host communities using the market systems approach. SHARPE will operate in 3 locations in Ethiopia, Jijiga, Dolo and Gambella, with a coordinating office in Addis. The programme is expected to last for 3.5 years. 

Role and responsibilities

The Market Analyst will be responsible for undertaking market analysis on the SHARPE focus sectors, and design of potential interventions in Jijiga.  The Market Analyst will work with the Sector Leads and the Senior Market Analysts to assess the sectors and identify interventions and partnerships for SHARPE engagement using the market systems approach. During implementation the Market Analyst will be responsible for managing, reporting on, and scaling up interventions. 

Undertaking Market Systems Analysis

  • Working closely with the Sector Leads and the Senior Market Analysts, conduct Market Systems Analysis in selected sectors to identify critical constraints within the sectors and potential strategic interventions in line with SHARPE’s market systems approach and strategic priorities.
  • Identify and interview partners in both the public and private sector to understand the sectors, building detailed value chain and sector maps.
  • Identify and define appropriate intervention areas and develop potential SHARPE interventions in close collaboration with external partners / stakeholders in the market.

Intervention Management

Develop and manage a portfolio of interventions in close collaboration with the Senior Market Analysts and the Sector Leads with specific responsibility for:

The development and updating of a detailed intervention work plans and budgets.

  • Ensuring that intervention records, data and files are up to-date and accessible for review as needed by the team.
  • Contributing as appropriate and as agreed to the development of intervention tools and the capacity building of key stakeholders in the market.
  • Ensure that the documentation required by SHARPE at each stage of the project cycle is completed in an adequate and timely fashion and properly filed in the SHARPE Management Information System (TAMIS).
  • Facilitate the due diligence and administrative process for potential grantees as required.
  • Provide accurate forecasts and budgets for interventions to the Finance and Operations Manager.
  • Conduct and participate in internal programme workshops and stakeholder workshops.
  • Undertake monitoring and reporting activities for interventions.

Partnership and Stakeholder Management

  • Manage stakeholder relationships with intervention partners, creating detailed partnership agreements and ensuring that partners are achieving results defined in the partnership agreements.
  • Build and manage relationships with stakeholders, including local government, beneficiaries, and potential partners in the sector.
  • Identify potential new or additional partners relevant to the sector and interventions in line with the market and sector strategies.

The Market Analyst is based in their allocated hub – Jijiga-  and may require regular travel to Addis Ababa and within Ethiopia as needed. 

Job Requirements

Qualifications

  • Bachelor’s degree in economics, finance, social science or business administration or related field Master’s degree preferred

Knowledge and Experience

  • Minimum 5 years experience in managing market systems development activities, particularly in fish/ woods/ livestock/ agriculture sectors and / or 5 years experience working in humanitarian situations, refugee camps and host communities desired
  • Strong understanding of donor requirements in the implementation of complex donor-funded projects
  • Fluency in English essential, Amharic and/or Arabic fluency an advantage

  • High level of written and oral communication
  • Ability to build relationships and understand stakeholder needs
  • Strong time management, prioritisation and organisational skills
