INCLUSIVE EDUCATION PROJECT COORDINATOR, TARGET

The Ethiopian Center for Disability and Development (ECDD) is an Ethiopian Development NGO established in 2005 and has been re-registered and accorded legal personality with registry number 0321 on May 17/2019 as a local organization in accordance with the civil society organizations proclamation No. 1113/2019. ECDD works collaboratively with other organizations to promote, facilitate, and build organizational capacity for “disability inclusive development” in Ethiopia – the inclusion of disability issues and persons with disabilities in mainstream government service delivery and non-governmental development programs.

ECDD is currently partnering with Education Development Trust (EDT) to implement a project entitled “Technical Assistance to Reinforce GEQIP-E Ethiopia”(TARGET) to promoteinclusive education and inclusion of persons with disabilities in TARGET implementation with the finacial support of DFID.

 

TARGET will promote systemic challenges by focussing on four key task areas –

Task 1)   Enhancing the ability of government agencies at Federal and Regional level to deliver on policies and plans, by conducting training and coaching on ‘delivery approaches’;

Task 2)   Reforming the national school leadership training system to become more decentralized, school-led and workplace-based;

Task 3)   Enhancing school improvement planning and activity by building capacity in the domains of inclusion, teacher performance in the classroom, community engagement, and student careers advisory;

Task 4)   Strengthening the monitoring, evaluation and research capacity of GEQIP-E by building capacity within the EMIS/NLA divisions of the MoE, and via a responsive research fund.

 

Inclusive Education Project Coordinator, TARGET

The ECDD Inclusive Education Project Coordinator, reporting to the ECDD Inclusive Education Team Lead, will promote, implement and monitor allinclusive education activities of the TARGET project in project intervention towns, located in all regions of the country. The Inclusive Education Project Coordinator will be also responsible for supervising ECDD Inclusive Education Project Officers located in target regions of the project for the implementation and monitoring of all education sector-related activities of the Project. The Project Coordinator will be based at the EDT TARGET Program Office in Addis Ababa to support the goals of the Project, with a particular focus on ensuring that all capacity building activities are inclusive of persons with disabilities.

Representing ECDD, the TARGET Project Coordinator, along with the respective Project Officers based at the intervention regions, will advisethe TARGET Project Team on inclusive education best practice and policies in Ethiopia; developand delivercapacity building training on inclusive education for TARGET stakeholders including MOE/REBs, school officials and teachers, and DPOs; and actively promote at regional and community levels the inclusion of children with disabilities in mainstream schools.

Specifically, the Project Coordinator will:

Description of Tasks:

 

1.  Collaborate with the TARGET Team to strengthen capacity building interventions of delivery teams at MOE/REBs;

2.    Conduct capacity assessment, facilitate and strengthen the capacity of local associations of persons with disabilities (DPOs);

3.    Support the TARGET Team for the development of disability friendly capacity building activities forCentres of Excellence to enable them to train Colleges of teachers’ education;

4.    Ensure leadership for equity and inclusion is maintained as part of national school leadership training system reform;

5.    Coordinate and jointly devise the inclusive education project implementation approach with the TARGET team;

6.    Support the identification and assessment of school-age children with disabilities at target schools and their catchment areas;

7.    Organize community mobilization activities to raise awareness on the right to education for children with disabilities;

8.    Support the design and implementation of ‘model interventions’ in order to improve schools through the Equitable School Improvement Fund (ESIF);

9.    Consult with REB personnel in target zones and towns on making target schools accessible to children with disabilities;

10. Provide TA on inclusion of persons with disabilities for TARGET team and other technical experts during revision of the training content delivered via TDP and SIP;

11. Partner with other stakeholders for the establishment of Inclusive Education Resource Centers (IERCs) and provision of inclusive education resource center materials at target schools;

12. Devise a referral system for specialized service provision for students with disabilities at target schools;

13. Help organize and participate in DAIT and other capacity building trainings for education sector actors;

14. Work with the EDT team for the development of disability inclusive portfolio-based certification for accreditation;

15. Represent ECDD on Equity in Education Research Network (EERN) and Inclusive Education Task Force;

16. Work with the EDT M&E TQA and Team Lead to ensure data collection, analysis and dissemination of GEQIP-E disability/inclusion indicators;

17. Prepare regular and timely updates and reports, including success stories, and best practices;

18. Undertake such other tasks as may be assigned by the ECDD Inclusive Education Team Lead and/or the Program Director.


Qualifications:

1. Education – MA Degree in Inclusive Education or related social science field

2. Professional experience – minimum 5 year’s work experience in the field of education

3. Previous experience working as an educator in the field of inclusive education

4. Competence in the use of computer applications

5. Fluency in English and Amharic or Ethiopian Sign Language, knowledge of other Ethiopian languages desirable

6. Previous experience on DFID funded projects is a plus
