SNV, Netherlands Development Organization, is Dutch based, non-for profit foreign charity operating in Ethiopia since the 1970s. Currently SNV Ethiopia is working in the eight+ regional states of Ethiopia which includes– Addis Ababa, Afar, Somali, Gambella, Benishangul, SNNPR, Oromia, Amhara and Tigray regional states, providing technical assistance and program implementation in the major 3 sectors including Agriculture, WASH and Energy. SNV is an open and learning organization focusses on improving the lives of Ethiopian Need people through best practices in value chain, market and youth and gender. Through its work in agriculture, SNV in Ethiopia supports the development of number of value chains such as milk and milk products, honey and bees wax, oil seeds and edible oil, fruit and pulses, livestock and horticulture. This takes a value chain development approach, with special focus on improving access to sustainable markets for smallholder farmers and by developing business-to-business relations and improving business development services.

 Project Background

Livelihoods Improvement for Women and Youth (LI-WAY) is a five-year programme implemented by a consortium of partners composed of SNV Netherlands Development Organisation (lead), Mercy Corps, Techno Serve and Save the Children with the financial support from Swedish International Development Cooperation Agency.

Currently LI-WAY identified four sectors which are implemented by each consortium partner. Accordingly, SNV leads on Micro Enterprise (ME), Mercy Corps leads on Labour, Techno Serve leads on Growth Sectors and Save the Children leads on skill development.

The overall objective of LI-WAY programme is to contribute to sustainable poverty reduction, improved gender relations and social stability in Addis Ababa. The specific objective of the programme is to improve the livelihoods of 200,000 poor people, of which at least 50% are women and 75% youth, by increasing their income and access to economic opportunities in Addis Ababa.

LI-WAY adopts a ‘making markets work for the poor’ (M4P) approach. This means that all outcomes are intended to be sustainable and large-scale achieved by leveraging the incentives and capabilities of local actors to deliver change. These actors include private companies and a wide range of public institutions. This research focuses on how LI-WAY’s sectors and the intervention areas LI-WAY will focus on are influenced by different public organizations and the individuals within them. 

Objective of research

The objective of the research is to identify and map the organisations and individuals that are influential in determining and changing policies relevant to LI-WAY’s objectives.

Job Requirements

Education

 MA, M.Sc  Lead consultant with a minimum of post-graduation degree in behavioral studies, political economy, political psychology, economics and related fields. 

Experience

§ Consultancy firm/individual with a minimum of five years’ similar research study experience.

§ In-depth knowledge and networks of government structures and relevant departments in Ethiopia will be viewed favorably.

§ Good personal networks to provide access to key stakeholders will be an asset.

§ Some knowledge of a market systems development approach will be an advantage.
