Background: Founded in 2002 by President William J. Clinton and Ira Magaziner, the Clinton Health Access Initiative (CHAI) is a global health organization committed to saving lives, reducing the burden of disease and strengthening integrated health systems in low and middle income countries. CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to lifesaving technologies; and helping governments build the capacity required for delivering high-quality health services. CHAI does not operate stand-alone programs, nor does it build parallel health systems. Rather, CHAI works at the invitation and in support of governments.

CHAI Ethiopia is currently carrying out a wide range of programs to support the Ministry of Health in improving access to quality health services. As one of CHAI's largest field offices with more than 150 staff, the Ethiopia office operates programs across maternal, newborn and child health; HIV/AIDS; vaccines; Laboratory service, Child Survival, woreda transformation, cancer, Human resource for health, and health financing. The health financing program aims to transform how the health system is financed to substantially and sustainably increase access to services, beginning with essential services for those most in need.

Program Description:

As part of its commitment to reducing the financial burden of accessing health services for the population, Ethiopia began piloting Community Based Health Insurance (CBHI) in 2010/11 in 13 woredas. To-date, this health insurance model has been rapidly scaled up by the government to 600 schemes (of which 360 are active), towards a 2020 target of reaching 80% of the eligible population in 80% of the woredas in the county. Despite the rapid proliferation of CBHI schemes across the country, the current model of CBHI faces specific challenges that need to be addressed before a full national scale-up is realized.

In partnership with the Ethiopian Health Insurance Agency (EHIA), CHAI is currently conducting a series of activities to diagnose these challenges. This diagnostic work will include the development of proposed solutions for addressing any identified challenges, gaps or policies or structures that need to be improved or reformed. To support the implementation of these solutions, CHAI is seeking a highly motivated individual with outstanding analytic and technical capabilities to provide technical assistance in health insurance scale-up at the federal and regional levels. This individual will be based in the office of the Director General of the EHIA headquarters, reports to the Director General, and provides analytic support across multiple initiatives of EHIA. He/she will build technical expertise and processes within the EHIA.

Responsibilities

The Technical Adviser will work closely with EHIA staff and the management to lead various health insurance analytics works, providing advice on analytical approaches, content development and quality control of outputs.

 

 Key responsibilities include, but are not limited to, the following:

·         Support the Director General and EHIA management on evidence generation, data analysis, and synthesis and preparation of superior quality reports and policy briefs

·         Working closely EHIA M&E team, ensure the analytical rigor and quality of output across various studies and routine monitoring and evaluation reports

·         Conduct policy oriented analysis to fill gap between evidence and policy making on health insurance and financing issues

·         Assist the Director General in project prioritization, program design, work plan development, performance monitoring and evaluation, and budget preparations

·         Provide technical input in policy formulation and strategy design towards successful implementation of Health Insurance Strategy

·         Participate in Technical Working Group (TWG) meetings both within and outside of EHIA with other stakeholders

·         Advise and provide support on health insurance evidence generation at the EHIA and strengthen overall analytic capacity of EHIA directorates and teams in financing and health insurance analysis.

·         Engage with stakeholders, coordinating and participating in health insurance scale up and implementation.

·         Adhere to Government of Ethiopia integrity and institutional standards and procedures.

·         Other responsibilities as requested by supervisor.

·         Set up internal systems to facilitate monitoring, evaluation and early identification of problems and work with team members to respond to the challenges

·         Review and develop guidelines, manuals, legal frameworks, standardized operating procedures and tools required for effective implementation health insurance at all levels

·         Compile reports and updates on implementation progress and routinely provide updates to the DG

·         Conduct day to day capacity building and training for Health Insurance Agency staff

·         Support documentation of best practices and designing of scale up strategies

·         Carry out additional responsibilities as requested by supervisor.

Qualifications include the following:

·         Master’s degree in a related field such as economics, statistics, public health, financial management, public policy; An advanced degree is an advantage;

·         Minimum of seven years of professional experience in demanding, results-oriented environments in the public sector and/or private sector;

·         Proven expertise and experience in structuring and analyzing quantitative financial models for informed decision making

·         Demonstrated experience working within a complex organizational structure;

·         Demonstrated experience in navigating political and strategic discussions objectively and strong ability to effectively liaise with senior decision-makers

·         Exceptional ability to communicate clearly and effectively with a range of stakeholders and cascade responsibilities to team members

·         Proven expertise and experience in structuring and analyzing complex problems for informed decision making;

·         Ability to autonomously and successfully translate large and complex data sets into reports, charts and tables to inform decision-making, and to communicate results to general and technical audiences alike;

·         Ability to multi task and to be effective in high-pressure situations;

·         Able to adapt to fast-paced and changing environments, both internally and externally;

·         Strong interpersonal skills and ability to build relationships;

·         Highly collaborative leadership style and demonstrated success in leading, managing and developing high-performance teams

·         Strong set of personal values including integrity, honesty and desire to be of service

·         Excellent business oriented verbal, visual and written communication skills in English and Amharic

·         Strong analytical skills and technical proficiency with MS Excel and PowerPoint, statistical packages (Stata, SPSS and CSPro, etc.)

·         Willingness to travel within Ethiopia
