Call for Consultancy Service for Production of a Promotional Video for the ECDD Minch Project

Background

ECDD, an Ethiopian development NGO, in cooperation with an Indian NGO, Enable India, is initiating the design and launch of a no cost phone platform to provide access to disability information for persons with disabilities in Ethiopia. Entitled “Minch” in Amharic, the platform will make use of proven technology from India, in collaboration with Ethiotelecom. The technology is an interactive voice response (IVR) telephone platform to connect persons with disabilities and others to disability-related information in Amharic. Users access the platform by giving a call to a toll-free 4-digit number, which can be done through a basic mobile phone without internet, or a landline. The user can then listen to audio information, or receive text (for the hearing impaired) about health and rehabilitation services, education, training and employment opportunities, and government and NGO development programs.

Minch platform users will include:

·         Persons with disabilities

·         Family members and care-givers

·         Rehabilitation service providers

·         Providers of assistive aids, devices and technologies

·         Development program practitioners

·         Government officials

Call for consultancy services

ECDD invites bids from competent firms or individual consultants to submit their Expression of Interest for consultancy services to undertake production of a promotional video for Minch.

Deliverable

The video production firm or individual consultant will creatively develop a high quality, ready for TV use, promotional video of not more than 3 minutes on the need for Minch, its methodology and its benefits. It will specifically focus on how individuals and organizations can use and benefit from Minch.

Scope of work

The Consultant/firm will provide to ECDD the following services:

1. Develop the promotional video, overall concept and scenario.
2. Improvise on the existing script provided by ECDD and develop the story board to be used in shooting and production of the video.
3. Conduct field visits of the project areas as required and interview selected persons with disabilities and members of related organizations.
4. Perform appropriate video filming, editing and shoot interviews.

5.    Video content requirements: Quality of the video must meet the standard pixel; 3840 x 2160 pixels or 4k resolution

6.    The video must contain subtitle in English and/or sign language interpretation.

1. Present a draft video to ECDD for review/comments.
2. Incorporate the edits provided by ECDD and produce a final 3-minute video footage on usage and benefits of Minch.

Timeline of activities

The consultant/collaborator will provide the services described under “Scope of Work” according to the following time schedule:

- By 11 November 2019: submit draft video.

- By 14November 2019: submit final video.

Working arrangement

The firm/consultant shall be paid 30% of the total cost upon approval and signing the contract, and the balance upon satisfactory production and acceptance by ECDD of the promotional video.

Requirement

Interested and eligible firms or individuals are required to submit the following documents:

-       Technical proposal and itemized line by line Financial proposal (not exceeding 5 page for both);

-       A Taxpayer Registration Number (TIN) identification card for individuals, and/or a currently renewed Business License and Registration of Value Added Tax (VAT) Certificate for firms;

-       Supporting documents demonstrating expertise and prior experience in the area of video content development, including samples of previous work.
