Background of Project

In its WASH for Trachoma Elimination (WASHTRA) project, SNV is aiming to address the implementation gap of the WASH Sector in general and the F and E component of the WHO SAFE strategy in the trachoma elimination and contributed to the health development of the Ethiopia.

SNV’s “WASHTRA” project with financial support from the Fred Hollow Foundation (FHF), aims at increasing coverage of improved sanitation and hygiene to contribute to the effort of Trachoma eliminate in Oromia region. The program builds upon and integrates elements of demand creation and sanitation services.  In most SNV country programs, the creation of basic sanitation demand, either through community-led total sanitation and Hygiene (CLTSH) or other methods, is successfully being implemented. However, follow-up requires identification of the next steps in the sanitation ladder in terms of both demand for, and supply of, improved sanitation hardware products and services, in which back slide is common in Ethiopia in implementation of CLTSH program. The WASHTRA project is mainly focus on F and E component of eth WHO SAFE strategy towards trachoma elimination.

 The programme will be implemented using a common approach which combines work on demand creation −mostly through Community Led Total Sanitation and Hygiene (CLTSH, sanitation supply chains, social behavioural change communication (SBCC) and PLSP for trachoma elimination.

 The WASHTRA project is aiming to analyse possible financing options for SMEs and consumers (MFIs-VSLA) so that HHs have improved sanitation supplies and identify possible interventions (mechanism and system) to SMEs and consumers for WASHTRA project intervention woredas; namely Jima Geneti in Horo Guduru Wollega, Cheliya in West Shoa, Degem and Wara Jarso in North Shoa Shashamane Zuria in West Arsi and Gasera and Gololcha in Bale zones. The project would like to invite potential candidate who are interested to take the assignment.

   Objectives of the assignment

 The main objective of the assignment is to 

a.     Identify the  existence and performance of sanitation financing options for the enterprises (SMEs) and consumers (Households)

b.     Identify possible intervention mechanisms and systems for financial institutions in sanitation financing

c.     Identify  key challenges and  forward recommendations  in which the woreda WASH sector offices can engage in joint planning with financial institutions

d.     Prepare guideline for sanitation financing options for the SMEs and HHs including how the SMEs and Consumers (Households) to access credits for sanitation supplies.

Job Requirements

Technical/Education

Key personnel are required to have a Master’s degree or above with sound experience in areas of Sanitation financing, Micro-finance, product development, risk management, marketing, financial management and related experience. Experience in WASH is an advantage.

 Experience

Interested firms or individual consultants who have  a track record of conducting similar studies and experiences on Sanitation financing options, WASH marketing, MFIs and related areas.
