Background

Dollo Ado Improved Social Cohesion Initiative (DISCO) is one of the five lots of the nationwide Regional Development & Protection Programmed funded by the European Union Trust Fund/EUTF/. Since the project implementation started back in January 2017, DRC was able to achieve major project activities that eventually contributed to the ultimate major objectives of the project. As a member of the consortium DRC’s activities are focused towards improving access to alternative energy sources, access to livelihood, improving access to justice and rule of law, improving knowledge on migration, gender issues, options and risks and improving access to justice and other services through providing referral mechanisms. The project targeted both refugees and host communities in the area.

RDPP (Regional Development and Protection Program) is a three years’ program funded by European Union Trust Fund, implemented by a consortium; Norwegian Refugee Council (NRC), which is the lead partner, Danish Refugee Council (DRC), Australian Aid (ZOA), Save the Children (SCI) and Ogaden Welfare and Development Association (OWDA).  

Job Description/Deliverables

The key deliverables are:

  • Inception Report: Summarizing the approach to consultancy as per the TOR
  • Approved detailed community engagement for livelihood assessment for the targeted communities. Provide recommendations for livelihood opportunities that support community needs. stakeholder engagement details and recommendations from local communities for engaging in livelihood generating activities should be considered.
  •  Final Report: A) Incorporating all reviews and comments. B) Approved community engagement Training and Activities Plan. C) Training materials submitted for post project continuity.

Job Requirements

Requirement 

  • The assignment requires a high level of technical competence, knowledge and experience in Livelihood programme and including the community engagement.  The following minimum qualifications apply: 
  • Minimum of a Master’s degree in sociology, environment, community development, natural resource management, sustainable rural livelihoods, or related fields 
  • Background in people-centered approaches to biodiversity conservation and associated livelihoods an asset Work experience:
  • Minimum of 7 years of experience in socio-economic assessments, community development, needs assessment, including sustainable livelihoods. 
  • Demonstrated experience developing and delivering high quality community engagement assessments, with livelihood assessments associated with enhancing the employment opportunity of the targeted community.
  •  Demonstrated experience in and excellent skills for stakeholder engagement at the community levels, including efficient facilitation during meetings between various stakeholders (beneficiaries, government, NGOs, CBOs, international community and communal levels). Participatory stakeholder engagement and livelihood skills should also be gender responsive. 
  • Advanced practical knowledge about PA management at community level socio-economic assessments, ideally in the context of Semi desert areas like woredas in Liben zone.

Experience and technical competencies

  •  Experience implementing community-based and participatory approaches
  •  Strong technical report writing, data acquisition and analysis skills
  •  Excellent writing and speaking skills in English.
