Project Team Leader (Livelihood)

Duty base:  West Hararghe, East Hararghe, Borena, Afar, North Program Office

Objective: The purpose of the Project Team Leader (Livelihood) position is to provide overall leadership, coordination and supervision of developmental interventions and staff in the Woreda. S/he ensures Government and CARE’s project implementation; monitoring, evaluation guidelines and plans are followed in the woredas to effectively contribute to the achievement of project results and CARE's strategic objectives to address underlying causes of poverty and food insecurity, and gender inequality.  S/he will be responsible for following-up on operational planning, targeting, resource mobilization, gender, community-based action planning, preparedness, early warning. The WTL also establishes and maintains effective working relationships with government and non-government partners working in the Woreda. 

 

Objectives: The purpose of the team leader position is to effectively implement activities planned under Emergency Livelihood Support to people affected by natural and mamade disasters.  He/she oversees the proper implementation of the assigned component of the project, in collaboration with other team members of the project.  He/she is also responsible for assisting the project manager in project designing, planning, budget preparation, reporting and so on.

 

 

RESPONSIBILITIES AND TASKS

 

Implementation, Monitoring, Evaluation and Technical Support:

§  Engages in implementing the project activities in accordance with project design, annual implementation plan and other interim plans;

§  Participates in the development of a detailed implementation plan with project staff and partners/stakeholders;

§  Provides technical assistance and support to other team members of the project.

§  Ensure the timely commodity delivery to the project  woredas and distributions with the right quality and quantity to the right recipients  on timely manner

§  Coordinate the emergency food aid program in the project Woredas

§  Ensure appropriate and effective systems are in place for monitoring and reporting the food aid interventions

§  Take part in emergency assessments representing the organization at woreda level

§  Conduct regular field visits to monitor the proper implementation of the project.

 

 

 Project Design, Plan and Budget Preparation:

 

§  Makes sure that project activities are performed in line with the work plan;

§  Participates in the formulation of an annual plan and budget for the project;

§  Participates in project development, implementation, monitoring and evaluation.

 

 Reporting, Documentation and other activities:

·         Ensures that summary of meetings, seminars or workshops attended by project staff is written, well documented and shared with others;

·         Together with the Project Manager, compiles monthly, quarterly and annual reports for government and other partners;

·         Together with the Project Manager, properly documents the achievements and lessons of the project activities and disseminate to partners.

·         Together with LKM officer , compiles and produce monthly food security and livelihoods update and post distribution monitoring updates

 

  Networking and Capacity Building:

 

·         In close consultation with the Project Manager, liases with relevant government institutions, counterparts, NGOs and CBOs partners with the objective of effective implementation of the project activities;

·         Ensures an effective on-going support to local partners in the project woreda;

·         Establishes an effective working relationship with government, non-governmental and community based organizations;   

·         Keeps herself/himself updated about recent emergency in assigned technical area and related issues;

·         Identifies training and other institutional development needs of partner organizations in order to implement effective development programs;

·         Arranges training, workshops, seminars, study tours and experience sharing visits that are related to the needs of partner organizations.

 

Job Requirements

Qualifications (Know How)

 

A) EDUCATION/TRAINING

Required:

§   BA/BSc Degree in Agriculture and social science or equivalent combination of education and work experience.

Desired:

§   Previous work experience in emergency project implementation and preferable in commodity management aspects, familiar with SAID commodity management and handling regulations.

 

B) EXPERIENCE

Required:

§  5 years of work experience in project development and coordination and also project monitoring and evaluation in emergency food aid programs or related.

Desired:

§   Actual grassroots experience, working with communities and government counterparts

 

C) TECHNICAL SKILLS

Required:

§  Computer skills;

§  Technical knowledge in area of expertise;

§  Excellent verbal and written communication skills;

§  Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS and participatory approach and sustainable development.

 

Desired:

§  Training and facilitation skill.

 

D) COMPETENCIES
