Background

Population Health and Environment Ethiopia Consortium (PHE-EC) is a non- governmental non-for-profit organization established in 2008. The consortium was established with a vision “to see Ethiopia with a sustainable use of resources, resilient ecosystems, sustainable livelihoods, and a healthy population”. The organization has also a mission “to contribute to sustainable development in Ethiopia by promoting and enhancing the integration of population, health and environment through multi-sectoral approaches”.

 PHEEC forming a consortium with other four partners (Farm Africa, SoS Sahel Ethiopia, SEDA and IWMI) is currently initiating a new SIDA funded Program entitled “Growth for the Future (G4F)”. The G4F program generally intends to contribute to sustainable economic development, poverty reduction and biodiversity conservation in Oromia, SNNPR and Gambella regional states and demonstrate best practices of integrated NRM and rural development. Currently PHE-EC is looking for qualified and high caliber person for the position of PHE Field Coordinator that meets the requirements listed below. The PHE Coordinator will coordinate the implementation of the project within seven woredas located in Gurage, West Arsi and East Shoa Zones.

 Purpose

 The PHE Coordinator (PHECD) will Coordinate and ensure efficient and effective implementation of the G4F with due consideration of timelines in delivering results. He/she will also be responsible in ensuring appropriate tracking of project results towards complementing the achievement of the organization’s mission and vision through imparting new values and innovations into the PHEEC’s interventions.

Dimensions of the PHECD’s Responsibilities

 The roles and responsibilities of the Project Director will fall into the following dimensions:

  • Park related activities coordination and oversight
  • Overall Field Coordination
  • Financial Management
  • Networking and partnership

Park related activities coordination and oversight

  •  In consultation of PHEEC’s project focal, conduct in-depth assessment of the Senkele and Abijata-Shalla park related challenges, opportunities and suggest possible interventions
  • Engage all park stakeholders and facilitate consultation meetings for developing appropriate actions
  • Facilitate the implementation of park related interventions
  • Mobilize park stakeholders towards influencing better management arrangements
  • Facilitate shared management for parks

 Overall Field Coordination

 With regard to project field level coordination, the PHECD will have the following roles and responsibilities.

  •  Prepare project all year, annual, bi-annual, quarterly and monthly plan in the light of different demands (donor and government)
  • Continuously revise and submit plans in the light of the feedbacks from beneficiaries, donors and other partners  and ensure that activities in the plan are rightly contributing to the attainment of the objective
  • Support the project staff and implementing partners in prioritizing and implementation of activities in the light of emergency of needs and importance
  • Coordinate the field level implementation in the seven woredas through consultation and active involvement of the respective stakeholders
  • Conduct continuous supportive supervision and document the findings for improving results
  • Provide the necessary support to project community development officers and partners
  • Ensure that the project community development officers are undertaking their duties and delivering the results required
  • Coordinate and collaborate with project implementers to ensure timely communications and availing all project related data
  • Ensure that all activities are accomplished maintaining its standard and quality results are delivered
  • Initiate and involve in the preparation of different training manuals and IEC/BCC materials
  • Make sure that the training manuals and IEC/BCC materials are maintaining their standard and get approval from the respective sector  before use
  • Prepare monthly, quarterly and annual reports and submit timely
  • Document and prepare reports on any events like trainings and workshops, case stories and monitoring activities and submit timely

  Financial management

  • Prepare budget request on quarterly bases, timely submit to the project coordinator at PHE EC Addis office and follow up timey release of the budget
  • Coordinate the preparation and timely submission of reports in line with the expected standards
  • Analyze critical and emerging issues in the course of project implementation and give timey responses either at the field level or in consultation with the management at the head office
  • Ensure budgets are properly utilized to the purpose with consideration of value for money (VfM) and ensure transparency in budget utilization
  • Make sure that the budget utilization are complying with donor and other requirements and regulations
  • Regularly track the budget with the finance people
  • Make sure that any budget request is prepared in detail and in line with the agreement and policy and also the plan in the project document      

Networking and Partnership

  • Liaise with all stakeholders and create positive relationship and partnership
  • Initiate and lead the establishment of  multi-sectoral platforms/taskforces at kebele, woreda and zonal levels and ensure that they are used as coordination, learning and knowledge management platforms
  • Representing PHE EC Participate in any joint platforms of the G4F consortium members like technical team meetings and any other government and partners’ platforms
  • Play key role for all implementing and other partners to create partnership, synergy of interventions and collaboration for the effective and efficient implementation of the project
  • Ensure that strong partnership and collaboration is created at local levels

Key Performance Indicators

Park Intervention

  • All stakeholders consulted and jointly agreed actions set
  • Joint platforms of park adjacent communities established
  • Shared management practiced
  • Park management plan prepared, endorsed and ready for use

Coordination

  • Plans for the respective period is prepared, submitted  and well documented
  • Timely revision is done as required and availed for use
  • The community development officers and implementing partners are getting appropriate support and satisfied
  • All activities are implemented within the timeframe set and results delivered and/or justifications presented for any delay
  • Regular supportive supervision and monitoring visits conducted, timely corrections  made for problems and gaps filled, results documented and feed into the planning
  • Communications made on timely bases
  • Proper follow up and coaching is made to the field coordinators and staff and performance is measured
  • All necessary IEC/BCC materials are produced timely and availed for use
  • M&E findings are well documented and properly utilized in improving the project performance
  • Project progresses towards the intended results are tracked and informed the partners and PHEEC
  • All project related data are well documented and shared to partners and other stakeholders as needed

Financial Management

  • Budget plans are timely prepared with no gap on timely implementation of activities
  • Financial accomplishments are analyzed and tracked
  • Financial documents are properly documented, reports are timely prepared and submitted
  • All financial expenditures are done in comply with the agreement and regulations

Networking and Partnership

  • Multi-sectoral taskforce establishment are done as per the schedule and all appropriate stakeholders are invited and appeared on the meeting
  • Regular follow up and review of project progress is done and feedbacks are incorporated into plans
  • Necessary ToRs are developed and put into action
  • All taskforce meetings are properly conducted
  • All stakeholders participated in the project implementation and M&E and their voices are well addressed

Job Requirements

Required qualification, Experience, Knowledge and Skills

 Mandatory:

  •  MSc in Natural Resources Management, Ecology, Sociology, Environmental Economics or MPH (Master of Public Health) and other related field with combined experiences in related areas
  • Minimum five years of proven experiences in conservation and related programs with MSc qualification
  • Practical experiences of coordination in a consortium implementation
  • Computer literacy; Ms word, Power Point, Excel, internet usage, etc
  • Excellent speaking, writing and listening skills of Oromiffa, Amharic and English languages
  • Excellent written and oral communication skill and team player
  • Experience of reporting to donors and government

 Desirable:

  •  Experience in coordinating integrated projects that has health, social and gender components
  • Able to work under stress and delivering results timely
  • Self initiator and undertake duties with little supervision
  • Speaking and writing skill of Guragigna language
  • Skilled and experienced in analyzing qualitative and quantitative data across sector
