ROLE PURPOSE

 

The position holder will also be the main focal point and the go-to person for Resilience and other emergency MEAL activities and Field office reports.  Based in Robe, s/he will maintain the data base backups, produce reports, share information to MEAL unit, project team and follow guidance for data coders/sources. S/he will be responsible for the overall data quality assessment and provide regular feedback to hub manager and field staff.

 

Roles and Responsibilities

 

·       Develop a programme Monitoring, Evaluation, Accountability & Learning (MEAL) framework with indicators for output, outcome and impact and, facilitate development of a strategy that informs effective programme delivery by relevant programme staff in Bale Zone, Ethiopia

·       Develop and implement comprehensive MEAL system for ongoing and future projects in line with agreed project proposals / LFAs

·       Lead and undertake baseline, mid-term, end evaluation and other need based reviews / evaluation of ongoing project.  

·       Assist team in preparing monthly, quarterly and other need based project reports  

·       Document best practices and lesson learned to inform project implementation advocacy and policy 

·       Build capacity of staff and partners on M&E through formal and informal means

·       Coordinate facilitation of learning between project officers and government partners to strengthen M&E  

·       Ensure priority areas such as advocacy and gender equality are reflected  and  integrated into all Monitoring, Evaluation & Learning Mechanisms

Job Requirements

  • Minimum of BSc/BA degree in an area of public health, statistics, economics, social development or equivalent.
  • Recommended a minimum of five years, among these three years NGO  experience in a MEA  role in both emergency and development contexts, preferably with solid experience in more than one of the following priority sectors: health and nutrition, and emergencies
  • Good leadership, coordination and management experience.
  • Knowledge of latest health related technical guidelines and standards in emergency nutrition, health and WASH.
  • Experience in community based management of malnutrition (CMAM) and primary health care (PHC).
  • Demonstrated ability for leadership and independent decision making 
  • Strong interpersonal skills & excellent team player.
  • Willingness and ability to work in hardship environment.
  • Cultural and gender sensitivity
  • Fluency in written and spoken English and Afan Oromo (advantageous )
