MSF Holland is looking for: Technical Logistics Coordinator

-          Starting gross salary/month: 54,379.00 ETB

-          Medical Coverage : as per organizational scale

-          Transportation allowance: 1,800 ETB

Main Purpose

 Defining and implementing the technical logistics strategies and support to the field, ensuring the pertinence and coherence of logistics programmes, adequacy of the means provided and the compliance to MSF standards and protocols in order to enable the development of the mission in perfect working conditions and optimise the impact of the medical projects


 

Accountabilities


       Participating actively in the definition and update of annual project planning and budgets and the Emergency Preparation Plan, defining strategies and providing advice to the RM/DepHoM in the translation of the identified technical logistics needs into objectives, priorities and resources needed for the mission.

•       Ensuring and monitoring the implementation of the technical logistics activities in the mission (construction and rehabilitation, transport, communications, vehicles and engines, equipment, installations and infrastructures, etc.) ensuring compliance to MSF standards, protocols and procedures. Provides reports on projects/mission evolution from the technical logistics perspective and proposes corrections and/or reorientation strategies when needed.

•       Ensuring the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff development and internal communication) in order to ensure both the sizing and the amount of knowledge required for the activities he/she is accountable for.

•       Ensuring technical reference and support for all technical logistics issues in the mission and provides coaching to logistics staff.

•       Ensuring the installation and maintenance of functional office space(s) and lodging facilities in an adequate living condition as well as all the equipment required

•       Ensuring permanent communication means in the Mission i.e. between capital, projects, bases and HQ (including numbers frequencies) and ensures that all staff benefit from proper training on how to use all available communications equipment  and tools (e.g. satellite phones, HF/VHF radios, computers, etc.). Ensures the proper use and maintenance of IT (computers, software, backups, etc.).

•       Defining and monitoring the technical aspects of the risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the mission's security policy and guidelines, evacuation and contingency plan, monitoring daily the security rules observation. Reporting to the HoM of any problem. For this purpose, creating an appropriate environment to facilitate exchange of information on security situation and being the security back up in the absence of the HoM

•       Representing MSF in meetings with Authorities and other NGOs for technical logistics related issues

 

 

MSF Section/Context Specific Accountabilities


He/she remains the ultimate responsible and accountable for the implementation of MSF standards, MSF-OCA logistics policies and Ethiopian mission specific logistic policies even if through delegation.

 

1. Overall leadership of the department

The technical logistics coordinator is accountable for the overall leadership and management of the technical department in both coordination office and projects.

He/ she mainly deals with:  

-          General coordination of all technical logistical activities in the Ethiopian mission.

-          Overall management of the technical logistics and support of the logistical staff in order to ensure provision of technical logistical support to the field projects in Ethiopian mission.

-          Works in close cooperation with the Supply Logistic Coordinator.

-          Strong management to early detect risk and put mitigations in place.

-          Act as member of the Country Management Team (CMT) that can translate the goals of MSF in practice.

-          Making sure the implementation of the hospital management kit in projects.

-          Represent OCA in relevant logistics clusters in Ethiopia and in the region.

-          Briefing and debriefing of visitors and staff.

-          Organize HQ logistics support with respective CMT responsible.

-          Works in close cooperation with Supply team in identifying quality supplies for the technical families.

-          Responsible for the development, introduction and implementation of mission specific log policies; updates and discuss policies and log Strategies (technical disciplines) with the FSU and the CMT.

-          Negotiates service contract for the interest of MSF applying MSF standard operation procedures.

-          Coordination of Mission Technical Desk (regional and national staff involved in ICT, ASM, Biomed, Power Supply, Communications, Construction, Fleet Management, Mechanics, Cold Chain and the other technical disciplines).

2. Staff management

-          Accountable for technical department Human resources management

-          HR planning: integrate the work plan of the department with its HR supply and demand  

-          Recruitment: Coordinate with HR in JD development, employment  assessment and negotiation  

-          Performance management: cascade mission performance tool in the department and ensure compliance.

-          Learning and development: coach and mentor subordinates on key competencies, champion the training and development philosophy of the mission and ensure training programs are impactful in the department.  

-          Employee relation (e.g. grievance handling, disciplinary management etc).

3. Finance management

-          Accountable for budget preparation, follow-up and effective and efficient utilization of budget for technical logistics.

-          Final accountable for the overall management of service procurements, tender process etc.

4. Field support and staff capacity building

-          Coordinate support visits of the technical logistics department to the projects.

-          Visit the projects to oversee and support on key technical issues whenever needed.

-          Approach the field support in a mentoring and coaching spirit.

5. External and internal relations

-          Internal: be a focal point in giving and receiving feedback on the mission technical logistic works to/from HQ, mission, departments and project.

-          External: liaise and lead the communication with external stakeholders in technical logistic issues.

6. Security

-          Support the mission in preparation of evacuation and contingency plan

-          Monitor daily that the security rules are observed and report to the Dep HoM/ HoM of any problem.

-          Create an appropriate environment to facilitate exchange of information on security situation and being the applied security implementer in line with MSF standards and recommendation of the mission security responsible.

 

Job Requirements

Education

·         Essential degree/masters and specialization in Logistics, civil engineering, electrical engineering and desirable MSF Logistics training.

Experience

·         Essential, working experience of at least two years in relevant jobs and previous humanitarian experience in MSF or other NGOs in developing countries.

·         Desirable, previous experience in emergencies

·         Desirable, previously worked as MSF Logistics Coordinator (technical) or related job as Logistics Coordinator in other organizations. 

·         Overall 4-5 years of experience in technical logistics and management.

Languages                      

·         Essential: English language skills both in speaking and written at a professional working proficiency level.

·         Desirable: Amharic both in speaking and written at a professional working pro-ficiency level

Knowledge

·         Essential computer literacy (word, excel, power point, internet, hardware/software)

·         Desirable tendering and bids analysis.

·         Desirable vehicle GPS tracking and safety’s devices operating

·         Desirable experience on budget preparation and contributing in project proposal preparation.

Technical Competencies:

 ·         Logistics Administration (L4)

·         Knowledge and understanding of MSF’s reporting system and the ability to evaluate the resulting data.

·         Knowledge and understanding of MSF’s logistics administration tools.

 ·         Security and Safety (L4)

·         Ability to take responsibility for security tasks delegated to logistics in country, e.g. movement control, contribution to the writing and updating of security plans, security briefings.

·         Ability to train staff in aspects of security and safety (context, risk evaluation, standard procedures, contingency plans, incident reporting and analysis).

·         Ability to define technical aspects related to security and safety in a mission, including the implementation of the required tools and procedures.

·         Knowledge about the technical aspects of WHS components (essential requirements for health structures, waste management, water treatment etc.).

·         Ability to provide technical recommendations on MSF standard electrification equipment and electric safety.

·         Ability to evaluate checklists and reports produced by the Mission Electrician or FSU Flying Electrician.

·         Ability to produce reference documents and policies related to telecommunications.

·         Ability to define a telecommunications strategy for the Mission.

·         Knowledge about telecommunications equipment used by MSF (HF/VHF radio, satellite phones, tracking devices).

·         Ability to understand and implement the MSF ICT policy.

·         Knowledge of the standard hardware and software MSF uses.

 ·         Biomedical Equipment (L3)

·         Ability to understand checklists and protocols used by the Flying or Mission Biomedical Technician and/or to initiate the necessary changes/improvements where required.

·         Understanding of the responsibility to ensure contingency of biomedical equipment, which meets the minimal standard of MSF (e.g. spare parts, maintenance schedule, contracts).

 ·         Management of Offices and Workplace Safety (L3)

·         Knowledge of safety hazards at the workplace and best practices.

·         Technical knowledge of the maintenance principles/tools for technical services related to MSF buildings and facilities.

 ·         Ability to organize the use of buildings according to the security needs (relocation/hibernation)
