The Ohio State Global One Health initiative (GOHi) is a university-wide research and training capacity building unit that focuses on issues at the interface of human health, animal health and the environment, including infectious and chemical hazards, both acute, such as infectious, and chronic, such as cancer. GOHi works with different national and international academic, research, and regulatory institutes to develop an effective, systems-based and sustainable One Health approach for early detection, prevention, and control of emerging and endemic zoonotic and multi-drug resistance (MDR) infections. The Ohio State Global One Health, LLC is a recognized non-governmental entity affiliated with the Ohio State University.

JOB SUMMARY:

The operations manager provides an effective high level administrative leadership encompassing pre and post award responsibilities, financial management, procurement service, asset management, and staff record maintenance for the effective implementation of GOHi projects. He/she will insure that GOHi’s operations are a smooth efficient service that meets or exceeds stakeholder expectations.

RESPONSIBILITIES AND TASKS:

  • Leads the overall operational activities of GOHi in coordination with Regional Director, Associate Director and/or project managers
  • Verifies and ensures the required documentation and authorization is presented before effecting payments and encoding data into the system;
  • Supervise preparation of Journal entries, Cash and/or Cheque Payment and Receipt Vouchers;
  • Ensure that the necessary format & documentation is used before & after payment is effected;
  • Ensure all suppliers invoices and bills are paid on a timely basis;
  • Ensure tax and other liabilities are paid out to the relevant authorities on time;
  • Supervises the preparation of trial balance after the end of each month;
  • Provides monthly reports in accordance with Generally Accepted Accounting Principles (GAAP) and GOHi/OSU Accounting and Financial Policies and Procedures, per Headquarters’ Business and Program manager specifications.
  • Ensure audit requirements are met and facilitate the conduct of audit in the office
  • Maintain human resource documents for all staff
  • Ensure that GOHi’s staff recruitment policy is respected during staff hiring
  • Ensure proper asset management in compliance with Ethiopian Law and GOHi policy
  • Work with program and technical staff at project’s sites and regional offices including the Project Manager to plan and implement all procurement for the projects under GOHi.
  • Prepare and issue bid documentation to qualified vendors
  • Manage quality assurance procedures in conformity with donor and HQ requirements
  • Manage bid reviews and selection processes
  • Engage in pre and post award operations related activates
  • All other duties as requested by the supervisor (RD).

TERM OF EMPLOYMENT- One Year (renewable contingent upon proven performance and fund availability)

Job Requirements

QUALIFICATIONS

EXPERIENCE AND EDUCATION/TRAINING

  • BA in business management, management, procurement and supply chain management, accounting, economics or related fields from an accredited institute and 6 years of experience
  • MA or equivalent in business management, management, procurement and supply chain management, accounting, economics or related fields and 4 years of experience.
  • 5 yrs relevant experience with Ethiopian NGO experience and international donor funding systems experience will be encouraged to apply.

TECHNICAL AND OTHER SKILLS

  • Typing skills in English and Amharic;
  • Proficient in computer skills (MS word, Excel, etc.); and other Microsoft Office programs
  • Strong oral and written communication, in English and Amharic.
  • Proven organizational skills, attention to detail, and ability to follow-up.
