Job Description

The Ethiopia Data Use Partnership (DUP) is a collaborative endeavor of the Ethiopian Federal Ministry of Health (FMOH) to strengthen the country’s health information system.  It is a “project” with an aim to improve the collection and use of high quality routine information in the health sector in Ethiopia; contributing to improved quality, efficiency and availability of primary health and nutrition services at all levels. DUP is also an “engagement platform” where the FMOH; the JSI-led consortium of partner organizations, including Regenstrief Institute, University of Gonder, and Gobee Group; and other stakeholders, including other JSI projects in Ethiopia, interact regularly to help improve the quality and use of health data in Ethiopia.

This is a position that will be seconded at the Policy, Planning, Monitoring, and Evaluation Directorate (PPMED) of FMOH to support the development and scale-up of health information system in Ethiopia and to provide support on monitoring and evaluation. The position holder will be supervised by the Director of PPMED.

Specific responsibilities include:

  • Support the development of tools, applications, technical documentation, and training materials to foster the use of data for health program design and management.
  • Provide capacity building support and technical assistance during the rollout of electronic health information systems.
  • Participate in short and long-term planning sessions to improve health information systems in Ethiopia.
  • Provide recommendations for prioritization of HIS initiatives based on understanding of business needs, HIT workload, and budget.
  • Support the translation of business requirements into technical requirements.
  • Support the formulation and definition of system scope and objective based on user needs and understanding of business processes.
  • Participate in solution design by preparing and evaluating alternative workflow solutions.
  • Collaborate with other HIT staff to determine the technical solutions to address business needs or improvement.
  • Develops and presents proposals for modifications or replacement systems to improve business results.
  • Collaborates with other HIT teams in recommending options, identifying risks, and analyzing cost vs. benefits.
  • Facilitate adaptations of global standards and tools during system design, development, and rollout (with initial focus on eCHIS and DHIS 2).
  • Develop test plans and monitors testing process to ensure that business results are adequately tested with minimal risk, develop system test cases and validates test results during testing, analyze testing results to ensure the solution meets the needs of the health system, and facilitate issue resolution.
  • Develop health information system manuals and training materials.
  • Support implementation of guidelines to improve data quality and information use.
  • Build capacity for the institutionalization of data quality assurance tools, methods, and practices.
  • Support integrated and HIS specific supportive supervisions.
  • Support development of dashboards and other data visualization tools.
  • Facilitate collaboration within and among relevant Technical Working Groups formed by the FMoH for strengthening HMIS and CHIS.
  • Work with stakeholders to identify key programmatic decisions, conduct data analyses, and disseminate data using audience-appropriate communications.
  • Support the write up of various health sector reports.

Job Requirements

Education

  • MSc. In Health Informatics, Health M&E, or equivalent.

Experience

  • EMinimum 5 years of progressive experience in health information systems, data visualization, analytics experience.
    • DHIS 2, COMMCARE, ODK, SPPS, EPI Info.
    • Familiarity with the Ethiopian health sector planning, monitoring and evaluation of health programs.
    • Proficiency in data analysis and report writing.
    • Experience in working with the government.

    Language Proficiency

    • Excellent verbal and communication skills in both English and Amharic.
