Job Description

Chemonics International seeks experienced professionals for the USAID-funded Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM) project. GHSC-PSM Ethiopia will serve as the primary vehicle through which USAID will procure and furnish health commodities, provide technical assistance to improve the country’s management of the supply chain, and collaborate with key international stakeholders to support global and local health initiatives.

The Finance Coordinator is responsible for implementing the financial management priorities of the GHSC-PSM project in Ethiopia.  Please see the criteria below for details:

Global Health Supply Chain – Procurement and Supply Management Ethiopia

Background

The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

 

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities

Purpose

The Finance Coordinator is responsible for implementing the financial management priorities of the GHSC-PSM project in Ethiopia.

Principal Duties and Responsibilities

 

As Finance Coordinator for the GHSC-PSM Ethiopia Program, the employee is responsible for the following principle duties and responsibilities: 

  • Overall financial management of the GHSC – PSM project in Ethiopia, ensuring strict adherence to Chemonics policies and procedures and USAID rules and regulations;
  • Build and lead a well-functioning accounting team.  Plan, organize, assign, review and evaluate the work of finance staff and provide staff guidance and mentoring;
  • Conduct performance reviews for finance staff;
  • Supervise accounting cycle to include preparation and appropriate documentation of journal entries, payment requests, and general ledger reconciliations;
  • Ensure incurred costs are allowable, allocable, and reasonable in accordance with USAID cost principles and Chemonics policies and procedures;
  • Review and approve accounting and supporting documents and transactions to ensure accuracy, completeness and compliance with Chemonics policies and procedures and USAID regulations;
  • Review accurate, complete, and timely financial reporting using ABACUS system, including monthly accrual/projection spreadsheets, and ensure timely submission to the home office (HO);
  • Prepare and review ad hoc analysis and reporting as needed;
  • Monitor preparation and perform analysis of financial reports relative to budget and monthly forecasting;
  • Oversee monthly wire transfer requests for submission to the HO and manage local bank accounts to ensure sufficient availability of funds for project needs;
  • Review internal financial control systems to ensure appropriate mechanisms, procedures, and systems are in place;
  • Ensure proper safeguards of funds and compliance with established USAID and Chemonics financial and accounting procedures;
  • Review and ensure proper authorization and approval and timely processing of payment/reimbursement requests for employees/suppliers/vendors;
  • Plan, perform and supervise internal audits of accounts payable, accounts receivable, payroll, and petty cash;
  • Work closely with internal and external auditors during field program audits;
  • Review bank reconciliations and reconciliation of petty cash and fund report at time of replenishment;
  • Review submission of all tax withholdings (e.g., payroll income tax and deduction at source) to relevant parties;
  • Review payroll and ensure allocation of payroll costs to appropriate general ledger accounts;
  • Serve as a resource person for technical and finance staff on Chemonics and USAID policies, procedures and regulations;
  • Provide guidance and supervision to the project finance unit;
  • Perform other duties as required. 

Level of Effort and Location

  • This long-term position will be based in Addis Ababa, Ethiopia, with intermittent travel throughout the program’s target regions as needed.

Supervision

 

  • The Finance Coordinator will report to the GHSC-PSM Operations and Finance Director or his/her designee.
Job Requirements:

Qualifications:

  • Bachelor's degree in accounting, business or commerce. Master’s degree in related field preferred
  • Minimum 5 years of experience
  • Excellent organizational skills demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet competing deadlines with attention to detail and quality of work
  • Computer literacy in word processing, spreadsheets, and preparation of graphs, tables, charts with Microsoft Office applications, Word, Excel, PowerPoint, Visio, and Outlook
  • Excellent ability to communicate clearly and concisely in written and spoken English
  • English language proficiency required
  • Demonstrated ability to successfully participate on teams that respond to and meet the challenges of working together in a fast-paced work setting with technical staff
  • Excellent interpersonal skills and demonstrated ability to interact professionally with culturally and linguistically diverse staff, clients and consultants
  • Must be willing to travel to the regions as required
  • Strong knowledge and understanding of USAID regulations strongly preferred
