VIS-Volontariato Internazionale per lo Sviluppo is an International NGO based in Rome, Italy and accredited by Charities and Societies Agency of Ethiopia as a Foreign Charity. 

VIS Ethiopia is seeking two candidates for the post of Job Placement Expert. The JPOs will be working in the project titled: “Development of Innovative Employment Oriented Schemes and Active Labor Market Measures to Increase Livelihood and Decent Work Opportunities for Vulnerable Youth and Women at Risk of Irregular Migration in Tigray.”

Overall Objective: To contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants and returnees with a specific focus on youth and women.

Outcome: To establish inclusive economic programs that create employment opportunities for potential migrants, returnees and refugees, especially youths and women, in Tigray by strengthening the capacities of local Technical and Vocational Training providers (TVET) and promoting Public-Private Partnerships (PPPs) in strategic economic cluster.

IO 1: Improved access of beneficiaries to TVET and employment opportunities through the promotion of partnerships among TVET service providers and the private sector leading to the delivery of innovative TVSD programs and pilot active labor policy schemes.

IO 2: Improved capacity of selected industrial clusters to create additional job opportunities with a special focus on the promotion of decent work.

Target Groups: 2500vulnerable unemployed and inactive youth at risk of irregular migration in 4 Woreda (Mekelle, Wukro, Atsibiwomberta, and Raya/ Alamata).

Contracting Authority: Embassy of Italy in Addis Ababa, Ethiopia under the programme of SINCE, “Stemming Irregular Migration in Northern and Central Ethiopia” Funded by the European Union Emergency Trust Fund for Africa

Job Requirements

Main Responsibilities and specific tasks include but not limited to the following:

The Job Placement Officer is in charge of linking trained unemployed vulnerable youth with job opportunities in Textile, metal and construction sectors. The position and salary are considered performance-oriented.

·         Work in tight collaboration with clusters within the project implementation area in order to create decent job opportunities;

·         Work in tight collaboration with private companies within the project implementation area in order to create decent job opportunities;

·         Support the creation and establishment of cooperatives in metal, textile and construction sectors;

·         Maintain and up-date trainees’ records in confidentiality;

·         Support the SINCE Project staff to facilitate the implementation of the project effectively and efficiently;

·         Contribute to revision and updating of data to generate accurate and up-to-date information; 

·         Assist with feasibly studies for scaling up the programme if required;

·         Carry out any other duties that are related to the position.

How to Apply

Essential qualifications, skills, and abilities required:

·         First degree or further qualification preferably in business development, vocational management, job creation, economics, development studies;

·         At least two years of work experience in private companies in HR management or similar position;

·         At least two years of work experience in NGOs or in similar positions (job creation; cooperative expert; cluster expert);

·          Excellent personal and public communication and negotiation skills with all types and levels of stakeholders;

·         Ability to take the initiative, multi-task, prioritize work and meet deadlines;

·         Proactive;

·         Very good representation;

·         Willingness to travel and work long hours when necessary;

·         Ability to maintain a high degree of professionalism in the face of highly emotive and stressful situations; and

·         Very good language skills ( English and Amharic);

·         The knowledge of Tigrina language is considered a preferential requirement;
