Child Safeguarding:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in-country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The position holder will also be the main focal point and the go-to person for Resilience and other emergency MEAL activities and Field office reports.  Based in Robe, s/he will maintain the database backups, produce reports, share information to the MEAL unit, project team and follow guidance for data coders/sources. S/he will be responsible for the overall data quality assessment and provide regular feedback to hub manager and field staff

Duty and Responsibilities

Develop a program Monitoring, Evaluation, Accountability & Learning (MEAL) framework with indicators for output, outcome and impact and, facilitate the development of a strategy that informs effective programme delivery by relevant program staff in Bale Zone, Ethiopia

  • Develop and implement comprehensive MEAL system for ongoing and future projects in line with agreed project proposals / LFAs
  •  Lead and undertake baseline, mid-term, end evaluation and other need-based reviews/evaluation of the ongoing project.  
  • Assist team in preparing monthly, quarterly and other need-based project reports  
  • Document best practices and lesson learned to inform project implementation advocacy and policy 
  • Build capacity of staff and partners on M&E through formal and informal means
  • Coordinate facilitation of learning between project officers and government partners to strengthen M&E  
  •   Ensure priority areas such as advocacy and gender equality are reflected  and  integrated into all Monitoring, Evaluation & Learning Mechanisms

Job Requirements

Qualification and experience

  • Minimum of BSc/BA degree in an area of public health, statistics, economics, social development or equivalent.
  • Recommended a minimum of five years, among these three years NGO  experience in a MEA  role in both emergency and development contexts, preferably with solid experience in more than one of the following priority sectors: health and nutrition, and emergencies
  • Good leadership, coordination, and management experience.
  • Knowledge of the latest health-related technical guidelines and standards in emergency nutrition, health, and WASH.
  • Experience in community-based management of malnutrition (CMAM) and primary health care (PHC).
  • Demonstrated ability for leadership and independent decision making 
  • Strong interpersonal skills & excellent team player.
  • Willingness and ability to work in a hardship environment.
  • Cultural and gender sensitivity
  • Fluency in written and spoken English and Afan Oromo (advantageous )
