ROLE PURPOSE:

The emergency health response specialist will be in charge of high quality emergency health response programming, to forecast, plan, and coordinate emergency health response engagement and advocacy for outcomes of Save the Children’s and SWAN consortium humanitarian programs in health as well as other sectors work in Ethiopia.

S/he will support the design and technical assistance of the technical elements of emergency health projects mainly for SWAN consortium with relevant project managers and technical advisors to ensure the emergency health response projects contribute to the achievement of the thematic program plans.

S/he represents SC values and principles in interactions with staff and external audiences, including frequent interaction with SWAN consortium (Save the Children, World vision, Action Against Hunger and Norwegian Refugee Council) in line with the emergency health response including emergency medical supplies pipeline management.   These values and principles include commitment to the mission of Save the Children, team orientation, quality management and leadership development, introducing systems and procedures to strengthen staff motivation and productivity.

SCOPE OF ROLE:

Reports to: Direct Report to Health and Nutrition Thematic Director

Dimensions: Save the Children works in all regions in Ethiopia with a current staff complement of approximately 1,700 members and current expenditure of approximately $90+ million each year.

Length of Contract- One year with possibility of extension

Place of Work - Addis Ababa with frequent travel to the field

KEY AREAS OF ACCOUNTABILITY:

Strategic Program Development and Representation

  • S/he will be responsible for ensuring good integration of key organizational principles and approaches such as child participation and M&E throughout emergency health project cycle. Among other tasks, the position holder will be responsible to ensure lessons derived through implementation of emergency health response projects are well articulated, documented and disseminated both internally and externally. 
  • S/he will also be in charge for the strategic mainstreaming relevant crosscutting issues in any upcoming potential emergency health response funding through the SWAN consortium or other new projects

  • Technically support the strategic planning process for emergency health responses, quarterly, biannual and annual operational planning for health responses based on the national PHEM strategic plan and regular internal program planning and review findings and recommendations as well as other related inputs to quarterly and annual reports
  • Communicate emergency health response program achievements against agreed strategic objectives and milestones, and any emerging new evidence of public health emergency response for a wide range of internal and external audiences

  • Ensure a deep understanding Ministry of Health (MOH) Ethiopian Public Health Institute (EPHI), Health Cluster, World Health Organization (WHO), UNOCHA, and other relevant government and non-governmental agencies’ priorities in emergency Public Health Responses; communicate these to Save the Children, World Vision, Action Against Hunger and Norwegian Refugee Council (SWAN) consortium lead, health and nutrition technical lead, H&N and other relevant Program Operations team; and use these for emergency health program development and implementation

  • Maintain and cultivate key external relationships including EPHI, MOH, Regional health Bureaus other government sectors offices involved in PHEM responses, donors, multi-lateral organizations, and INGOs
  • Regularly coordinate with member and regional office technical staff, identify technical support requirements, inclusive of field visits, as and when necessary

 Program Quality and Effectiveness

  • Carry out the day to day technical assistance to emergency health projects primary for SWAN consortium and others as relevant to ensure the high technical standards  
  • Responsible to ensure timely and high-quality technical support to emergency health response projects throughout the project cycle
  • Work closely with Humanitarian program operations including SWAN consortium lead to support quality implementation of emergency health response including incorporation of recommendations for technical improvements

  • Involve actively in the development of a robust evidence-based learning to support emergency health response program implementation, proper documentation of lessons learned and good practices, their effectively dissemination 
  • Develop and implement effective strategies to integrate resources found in SWAN consortium and other emergency health response projects implemented by SCI and other emergency health response actors

  • Understand cross-cutting issues of resilience, gender, child participation, and others to ensure their incorporation into emergency health program implementation
  • Support Program Operations, Awards and SWAN consortium in producing and submitting quality donor reports

  • Provide technical training and capacity building support to government health workers and public health emergency management focal persons so that they have the necessary skills and competencies to plan and respond from public health emergencies. S/he will represent the organization in public health emergency related technical working groups and task forces, and meetings (seminars/workshops);
  • Support SCI’s and SWAN consortium MEAL for the documentation and dissemination of public health emergency response program achievements and challenges for program improvements

Policy Engagement and Advocacy for Policy Change

  • Actively support the development and implementation of Save the Children’s and SWAN consortium emergency health response work and advocate the achievements and lessons of the consortium for the wider groups in different national and subnational platforms

  • Develop relevant summary briefs and position papers related to emergency public health responses by SWAN consortium and Save the Children, support the networking and articulating SC’s and SWAN positions and strategies in national and sub-national forums and meetings
  • Ensure that the voices of children in emergency situations guide advocacy and policy change objectives and related activities
  • Keep abreast of national policies and global trends/good practices in the area of emergency health responses, analyze and share with relevant SCI and SWAN consortium

  • Represent SWAN and SCI in relevant working groups, task forces, seminars and related forum in Emergency Health Response areas; and among donors, UN agencies, International NGOs, and national and sub-national government counterparts

Job Requirements

QUALIFICATION AND EXPERIENCE

In order to be successful you will bring/have:

  • Minimum BSc degree in public health, nursing or related health fields or extensive experience in emergency health programming 
  • Minimum eighty years’ work experience in emergency health programs
  • Able to demonstrate experience working with government counterparts and other partners with progressive capacities from lower levels to high levels
  • Excellent understanding of the relevant emergency health response sectors in Ethiopia both at policy and implementation levels
  • Proven experience in emergency health response programming
  • Demonstrable experience and skills in designing, implementing and M&E frameworks in emergency health response 
  • Very good advocacy, communication and representation skills
  • Strong analytical, writing, and problem solving skills
  • Strong conceptualization, strategic thinking and planning, presentation and facilitation skills
  • Proven ability to manage complex and demanding workload in emergency situations
  • Excellent communication, interpersonal, training, mentoring, English language, and computer skills
  • Good supportive supervision skills and ability and willingness to travel to the field and support projects in urgent situations
  • Good presentation, training and facilitation skills; fluency in spoken and written English; good computer skills (particularly Excel, Word and databases)
  • Familiarity and working experience with emergency health response donors, implementing partners
