Job  Title : Programme Support Officer (African Union)

Duty Station : Addis Ababa, Ethiopia

Classification : Professional Staff, Grade P1

Type of Appointment : Special short-term graded, Nine months with possibility of extension

Estimated Start Date : As soon as possible

Closing Date :     26 December 2019

 

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 
  

 

 

Context:

Under the overall supervision of Chief of Mission and Representative to the African Union, UNECA and IGAD and direct supervision of Migration Policy Officer (Project Support) and in regular technical oversight of the Department of Political Affairs (DPA), the successful candidate will be responsible for providing support towards the popularization of the African Union Protocol on Free Movement of Persons in Africa.

 

S/he will also provide any assistance required in the preparations of relevant major continental and regional events relating to discussions on free movement of persons in Africa or other issues in the area of migration.

 

 

 

 

Core Functions / Responsibilities:

  1. Support the overall project coordination and implementation of action plans of the African Union Continent Wide Protocol on Free Movement of Persons.

 

  1. Prepare concept notes, briefing notes and compile relevant documentation on migration and related topics as it relates to the project.

 

  1. Support the organization of meetings (Member States, Regional Economic Commission, Parliamentarians, civil society etc.) in close coordination with relevant AUC departments and partners.

 

  1. Identify opportunities for engagement with key stakeholders to enhance the popularization, ratification and implementation of the Protocol.

 

  1. Provide support towards the development of a communications strategy with respect to the process towards the Protocol that will enhance the understanding of the protocol by different stakeholders.

 

  1. Contribute to the effective flow of information to Member States, partners, targeted participants, AU Commission for project related activities.

 

  1. Facilitate the availability of all relevant documents for meetings.

 

  1. Prepare reports and communication materials related to the project.

 

  1. Perform such other duties as may be assigned.

 

 

 

Required Qualifications and Experience:

Education

  • Master’s degree in Political Science, Governance and Regional Integration, Migration Law or a related field from an accredited academic institution; or
  • University degree in the above fields with two years of relevant professional experience.

Experience

  • Minimum of two years’ experience in liaising with a broad spectrum of senior management;
  • Proven administrative, logistics and project management skills; experience in organizing high level meetings and dealing with African Union member states representatives;
  • Demonstrate effective ability for teamwork, as well as the ability to work independently;
  • Strong communication skills;
  • Excellent analytical writing skills in English.

Languages

IOM’s official languages are English, French and Spanish.

 

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
