General Assignment: 

The Deputy MEAL TA will be supervising the country MEAL team to provide technical assistance in all monitoring, evaluation, accountability, documentation and knowledge management for all projects, which are implemented by Action Against Hunger Ethiopian Mission. The Deputy MEAL TA will coordinate the regular implementation and reporting of both narrative and quantitative Activity Progress Reporting (APR) for all projects. S/he will be responsible for all monthly APR follow up and compilation. S/he will track Action Against Hunger key indicators and report on the progress to relevant program Technical advisors and MEAL TA. S/he will work closely with field program staffs and MEAL Specialists to ensure success stories, best practice and experiences from all projects are carried out into the monitoring systems, shared for the wider Action Against Hunger community and documented on No Hunger Forum. With support from the MEAL TA, the Deputy MEAL TA will support the timely initiation of assessment/surveys/PDMs, data collectors training, data collection and submission of reports as well as collection of pictures, success stories and lesson learned of projects. The Deputy MEAL TA will also support in designing mobile data collection forms using Kobo; train data collectors; ensure quality of field data collection; data analysis; and conduct regular field monitoring visit to provide onsite support for data collectors, program staffs and MEAL specialists. The Deputy MEAL TA will support roll outing of the MEAL and Accountability guideline, SoPs and standard tools. The Deputy MEAL TA will capacitate the MEAL specialists in data management, analysis and report writing. S/he will spent 30-40% of her/his time in the field offices supporting the MEAL specialists, assessments and surveys.

Responsibilities and Tasks:

1: Planning

  • Responsible for the design, quality, development, and completion of all assessments, monitoring efforts and evaluations.
  • Develop and implement a MEAL plan based on project documents and existing MEAL systems.
  • Ensure that the M&E data (reports, baseline surveys, and evaluations) are easily accessible for all project managers and stakeholders.

2: Establishing MEAL System (10%)

  • Support the MEAL TA in roll outing the MEAL and accountability guideline and SoPs throughout the field offices.
  • Ensure full adherence to the developed MEAL system in accordance with ACF minimum M&E framework, MEAL and accountability guideline, and other standards operational procedures (SoPs) for MEAL in humanitarian and development contexts.
  • Develop and maintain database on program indicators related to various projects and provide technical support for MEAL Specialist, program managers, Technical Advisors, and new program design.
  • Set up and manage a system to deal with large volumes of monitoring and assessment data, using relevant software packages including mobile data collection tools-Kobo ToolBox.
  • Support project managers and field-based MEAL Specialists in developing data collection methodology and tools, and systems for on-going data analysis.

3 : Monitoring (25%)

  • With the support of MEAL TA conduct regular monitoring visits to all projects areas to ensure that all projects are on the right track in performing the planned activities and achieved the expected outputs
  • Ensure that monitoring data fed into management decisions and used in program management.
  • Perform consistently and validation analysis of programmatic reports and facilitating improvements of record keeping and programmatic data reporting
  • Coordinate the development of a methodology for monitoring and verification of activities implemented in the field office
  • Prepare and timely submit standard monitoring reports using Monitoring Visit Action Tracker to TAs and as well as the senior management team

4: Capacity Building (10%)

  • Coach MEAL specialists in promoting participatory monitoring and learning activities.
  • Provide technical assistance to program managers and MEAL specialists for PDM assessments, baseline and end line surveys. 
  • Support the mission in roll outing standard data collection tool and methods. Contribute and participate in the MEAL team bi-annual community of practice exercises
  • Support the MEAL specialists in data collectors training to improve the quality of data collected, data analysis and report writing throughout the mission.

5 : Evaluation Activities (25%)

  • Prepare TOR for baseline surveys, end line evaluations, need assessment that will be carried out internally.
  • Coordinate on designing, implementing, analysis and dissemination of project assessments, baselines and endline reports
  • Organize debriefing  for PDM assessments, baseline and endline surveys produce internally

6: Core Humanitarian Standard on Quality & Accountability (10%)

  • Support the MEAL TA in rolling out the accountability guideline.
  • Develop and facilitate training that help all relevant staff to understand CHS standard and are capable to apply it to their daily work.
  • Ensure all beneficiaries are aware of the key elements of ACF’s accountability policy and procedures and the expectations and standards required of ACF’s staff and partner staff
  • With the support of MEAL TA Establish a sustainable Community Feedback and Complaints Response Mechanism (CFCRM) at field office level, which ensures all beneficiaries, can make confidential complaints and be confident in response processes.
  • Together MEAL TA produce different IEC materials of different languages that can be used to promote CHS among beneficiaries and stakeholders
  • Conduct quarterly beneficiaries’ consultation meeting to get feedback from the beneficiaries on project activities

7: Knowledge Management (15%)

  • Collect success stories from all field offices and project on a regular bases and share with TAs and other different stakeholders for future programing.
  • Together with the MEAL TA document and promote good practices, knowledge management and organizational learning around monitoring and evaluation approaches and incorporate lessons learned, best practices and technical innovation in plans and project designs

8: Meeting and Networking (5%)

  • The DMEAL TA will liaise Action Against Hunger in meeting and other humanitarian networking activities.
  • The DMEAL TA will also perform other duties delegated by the MEAL TA

Job Requirements

Qualifications:

Experience and technical competencies:

§  Minimum of 4 years of experience in INGO and NGOs with vivid humanitarian response exposure, and requisite technical background and experience in monitoring, evaluation, accountability and learning of projects in humanitarian settings.

§  Demonstrated skills in program design, monitoring, evaluation accountability, learning and report analysis and writing.

§  Demonstrated skills in data management and developing tools and systems for monitoring and evaluation services.

§  Demonstrated ability to lead and coordinate baseline, endline, evaluations, and formative surveys.

§  Strong analytical skills including analysis of both quantitative and qualitative data.

§  Ability to work independently and as part of a team

§  Relevant Information Technology skills.

§  Proficiency in common computer packages and mobile data collection platforms- i.e. Word, Excel, SPSS, Power point, Kobo-ToolBox, etc.

EDUCATION:

§  MSC/MA in public health and nutrition, monitoring in health, development studies, evaluation, survey implementation, statistical research and /or project management areas.

LANGUAGE:

§  Excellent written and oral presentation skills (in English)

§  Excellent proficiency in other widely spoken Ethiopian languages; knowledge of multiple languages would be an asset.
