Médecins Sans Frontières (also known as Doctors without Borders or MSF) is a private, non-profit, international humanitarian medical organization that intervenes in emergencies and crisis situations to relieve human suffering resulting from unmet medical needs. MSF’s members are required to respect humanitarian principles and principles of medical ethics at all times.

 

MSF-Holland in Ethiopia currently operates in five projects (North Gonder, Abdurafi project, in Tigray-Hitatse project, in Somali region- Wardher project, in Gambella region; Kule and Nguenyyiel project with diversified workforce.

 

Main Purpose/Job Summary :- Defining, coordinating and monitoring the medical activities under his/her responsibility according to MSF protocols, standards and procedures in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health condition of the target population

 

Accountabilities:

•       Coordinating, assessing and supervising the proper functioning of the medical activities (Snakebites, KA, HIV, etc.), according to MSF protocols, standards and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions.

•       Participating in the definition of annual planning and budget for the project and in the follow up of the programs / project. Supervising and ensuring that medical activities objectives under his/her responsibility are achieved,  reporting to the technical referent any problem arising in the service

•       Checking all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, Referrals ...) according to MSF procedures.

•       Ensuring an efficient pharmacy management and monitoring the rational use of medicines and other medical consumables.

•       In coordination with the project biomedical service supervising the appropriate use of medical devices and anticipating future needs.

•       Preparing the medical orders needed to implement the medical activities under his/her responsibility, and identifying and reporting to the line manager, non-medical support needs (material, infrastructure, transport, etc.)

•       Coordinating and monitoring the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). Participating in shifts and replaces a Clinical Officer, if necessary.

•       Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff under his/her responsibility in order to improve staff capabilities and to ensure both the sizing and the amount of knowledge required.

•       Participating in the monthly reports according to guidelines (i.e. Monthly Medical Report, etc.).

•       Addressing other relevant tasks as assigned by the Line Manager (Medical Team Leader).

 

            MSF Section/Context Specific Accountabilities

The context in the northwestern Ethiopian lowlands (very high HIV/Visceral Leishmaniasis (VL) co-infection rate) provides unique opportunities for research on management of HIV/VL. Over the past 17 years, MSF OCA has done 10 kala-azar studies in Humera/Abdurafi, mainly focusing on HIV/VL co-infection.

The impact of these studies has been substantial, and resulted in policy changes at national and inter-national level, and have driven WHO recommendations and international research agendas.  Abdurafi has developed into a unique center of excellence for HIV/VL treatment, and over the last years, we have established effective research collaborations with ITM, DNDi, and University of Gondar.

In addition, the high caseload of snakebite patients in Abdurafi provides a unique opportunity for op-erational research on management of snakebites and evaluation of new Antivenom.

 

The outreach strategy will focus on increasing awareness/knowledge about Kala Azar and Snakebites diagnosis and treatment and early referrals with local health professionals, as well as on capacitating BoH staff in providing proper medical care/early referral for those neglected diseases.

 

Outreach specific accountabilities:

-              Focus on capacity building and mentoring of Health Centre and Health Extension Workers, through: inclusion of KA and SB key messages in the health education package, coaching on health promotion methodologies and community involvement; first aid and dry-bite treatment training on snakebites.

-              Training of health care providers (doctors, clinical officers, nurses) from surrounding health fa-cilities on management and treatment of Kala Azar and Snakebites, study visits with short stay in MSF clinic for practical sessions.

 

Research/Clinical studies specific accountabilities:

-              In collaboration with the Primary Investigators (PI) and Medical Research Managers, ensure the quality of care for IPD patients following research protocols. 

-              Serve as PI for research studies if requested

-              Report regularly on research activities/patient outcomes

-              Liaise with Gondar university on referred patients

-              Provide research partners with regular updates on clinical outcome/state of study via PMR

General clinical management:

-              Participate in IPC committee for technical insights on trainings, and implementation of new strategies according to MSF standards and project priorities.

-              Ensure snakebite and kala-azar admitted patients are managed following MSF protocols.

-              Review, decide and initiate referral of patient following communication SOP and referral crite-ria in place.

Staff management

-              Accountable for the team under supervisor Human Resources management

-              HR planning: integrate the work plan and identify HR supply and demand. 

-              Recruitment: Coordinate and take the lead with HR in JD development, employment assessment and selection.  

-              Performance management: cascade mission performance tool in the department and ensure com-pliance. Make sure team performance followed up and supported as per the MSF tool. 

-              Learning and development: coach and mentor subordinates on key competencies, champion the training and development philosophy of the mission and ensure training programs are impactful in the department. 

-              Employee relation (e.g. grievance handling, disciplinary management etc.).

 

 

Capacity building:

-              Provide technical support, capacity building and coaching to the Clinical Officers and in collabo-ration with Nurse Team Supervisor and ensure nursing activities are carried out in accordance to MSF standards.

 

Supply/reporting:

-              Participate in monthly consumption analysis and TSR meeting

-              Participate in the collection and analysis of epidemiological data, checking its validity and in-forming the line manager about any problem or complications of the patient’s illness, medical error and monitors the proper functioning of the department, equipment or material.

Job Requirements

Education

Medical doctor or paramedical degree. Desirable specialization or training in Trop-ical Medicine or related studies.

Experience

·         Essential 2 year working experience related to the diploma/degree

       Previous experience with MSF in the field desirable Experience in academic research     desirable
