Job Description
The Regional Health Information Specialist will provide HIS technical support to all high HIV volume health facilities located within Addis Ababa, including training, mentoring, and addressing technical issues. He/she will support the implementation of electronic systems including but not limited SmartCare-ART, REDCap, and DHIS2 and operation of Emergency Operation Center in Addis Ababa.
Duties and responsibilities:
· Provide technical input to system requirements, analysis, design, specifications, improvement, maintenance and use of electronic HIS
· Provide technical support to Zonal Health Departments, woreda health offices and health facilities in implementing paper-based and electronic HIV/AIDS data collection and management tools
· Provide trainings on HIS, HIV/AIDS data management, data quality and information use to staff working on HIS and HIV/AIDS data management in the region
· Perform regular supportive supervision and mentorship to the high case load health facilities in the region in the implementation of electronic systems including but not limited SmartCare-ART, SmartCare-MRU, SmartCare-other modules, and DHIS2 and operation of Emergency Operation Center
· Follow up and ensure the proper recording of HIV case report form and its entry into the SmartCare as well its transmission to high level
· Monitor timely submission and proper documentation of HIV case report formats
· Conduct regular mentorship to health institutions in the PEPFAR-priority towns on HIV/AIDS data collection, data quality assurance and data use
· Conduct, measure and document changes in relation to health systems strengthening interventions
· Complete performance reports regularly
· Perform other duties assigned by immediate supervisor
Job Requirements
Qualification and Experience
· BSc in IT, statistics, or other -related field, and Master’s Degree in public health, health informatics, epidemiology, or a related field
· 5 years of relevant experience in HIS
· Proven experience in the provision of capacity building activities to RHBs, Zonal Health Departments, Woreda Health Offices, and/or Health facilities on HMIS
· Strong oral and written skills in English and Amharic,
· Previous experience working with RHBs, Zonal Health Departments, and/or Woreda Health Offices is advantageous
