Job Description

DAI Europe is currently preparing for the forthcoming EU project “Technical Assistance to support the Decentralization of Disaster Risk Management in Ethiopia which is expected to start in mid-April 2020. DAI Europe is a leading development company with an extensive EU experience and with offices in Brussels and London. DAI Europe is part of DAI Global which is based in Washington DC.

Overall objective: The Technical Assistance service aims to support the Federal and Regional DRM institutions to achieve the objective of the EUTF project "Decentralisation of Disaster Risk Management in Ethiopia", namely: "to enhance the capacities of the local authorities to proactively and rapidly help communities cope and be protected in the event of conflict and climate stress".
Specific Objective: To advise and support the NDRMC and regional institutions involved in DRR on strategies, policies, technical and operational issues related to the implementation of the DRM strategy of the Ethiopian Government.

We welcome applications for 3 non-key TAs positions who will support the government partners throughout the project. The profile description may be found below:

Non-key expert 1: Finance management expert (NDRMC)

Non-key expert 2: Finance management expert (Amhara region)

Non-key expert 3: Finance management expert (Oromia region)

Qualifications and skills

  • At least a bachelor's degree or equivalent in management, economics, financial management, accounting or other related fields from a recognized university.
  • Fluency in English (both verbal and written)
  • Knowledge of the working language of the respective region of posting would be an additional advantage

General professional experience

  • A minimum of 5 years' experience in programmes financial management

Specific professional experience

  • Experience with Government of Ethiopia accounting system
  • Experience in managing EU grants including the procurement process and the financial reporting
  • Proven experience in managing external audit process including integrating audit findings in project finance management
