CARITAS Switzerland (CACH) has been working in Ethiopia for more than 30 years. Currently CACH cooperates with different partners in Ethiopia. Recently, CACH has successfully been registered as an International Foreign Charity Organization in Ethiopia and has therefore become operational at project implementation level. CACH’s main working fields are the field of Economic Development, agricultural development, and food security, WASH as well as supporting and implementing emergency and relief operations. Our current working areas are in southern and Eastern Oromia Region and Tigray. CaCH supports and implements currently different projects in these regions.

Summary of Duties

The Senior Labour Market Advisor is expected to contribute to the successful implementation of the project Enhancing Job Opportunities and Employability for Youth and Women (EnJOY). Her/His primary responsibilities are aimed to ensure that to provide substantive technical support and monitoring on the implementation of the project. There is also a need to stimulate economic activity job creation and professional training which contribute to the medium and long term development and increase productivity of Ethiopian (micro, small, medium and large) enterprises in order for these sectors to participate and benefit from the ongoing reconstruction process. In this context, there is an opportunity to support development of value chains and private sector engagement.

 The aim of this overview of the labour market is to analyze how different economic sectors support job creation for the Youth and Women.

Main Areas of Responsibility

  • Providing substantive support and advice on the implementation and monitoring of the project Enhancing Job Opportunities and Employability for Youth and Women (EnJOY)
  • Provide technical support to field staff in the area of Agriculture Technical Vocational Educational Training (A/TVET), value chain development, market analysis, etc.
  • To develop the capacities of local authorities to proactively support job seekers to have better access on available job opportunities and job placements for the youth and women.
  • Ensure the streamlining of CaCH approaches such as Making Markets work for the Poor (M4P)
  • Contribute to project deliverables addressing job opportunities available for the semi-skilled and skilled labour force in the regions in view of economic growth trends
  • Lead the job market sector analysis and identification of new diversified job profiles and job skills
  • Provide project relevant policy guidance to the project
  • Assess the impact of the project induced improved employment scheme with the active labour market measures and support the governmental line bureaus and ministries to be able to take decisions on the job market solutions
  • Determine knowledge, skills and experience requirements of identified jobs to help guide potential future EU project for youth workforce development interventions

Duty stations will be Addis Ababa Country office. The candidate must be ready to undertake frequent field trips to projects and partner organizations.

Job Requirements

About you

The ideal candidate represents the majority of the below mentioned areas;

  • Master’s /Bachelor’s degree in Development Economics, Development Studies; an advanced degree in business administration, Value Chain or social sciences
  • Minimum five years of progressive professional experience related to labour markets, ATVETs, job placement, international labour recruitment, or a similar field
  • Experience with EU donor-funded projects preferred
  • Understanding of national labour markets, policies etc.
  • Experience conducting similar studies or research preferred
  • Demonstrated leadership, versatility, and integrity
  • Excellent verbal and written communication skills
  • English fluency required and knowing local language is advantageous
  • Familiarity with internationally renowned tools in this field such as heat-maps, strategic matrix, Market Size and Business Strategy at the Base of the Pyramid, the ‘Emergency Market Mapping and Analysis’ (EMMA) and the ‘Value Chain Development and the Private Sector Engagement’ analysis, inclusive markets, inclusive business, pro-poor growth and M4P
  • Required expertise in the area of recovery and sustainable livelihoods, employment creation particularly for women and youth, value chain analysis, inclusive markets, preferably with recent experience in local economic development, early recovery from conflict/post conflict or disaster country;
  • Experience working with multiple and different partners in a participatory manner.
