Job Description

  • Implementing and maintaining emergency alert detection and epidemiological surveillance systems/monitoring according to MSF protocols, standards, and procedures in order to contribute to appropriate evidence-based decision making using well managed health data in outbreak and emergency MSF programs.

Accountabilities


·            Ensure collation and entry of all data identified by project medical referent for collection (e.g. morbidity, mortality, surveillance of diseases of epidemics, nutrition, violence related mass casualties, and other disasters, etc) in to the appropriate data management system while ensuring quality of data.

·            Ensure optimal management  of  HMIS to be  updated all the  time

·            Implementing and maintaining a surveillance system to monitor epidemiological trends of relevant outbreak-prone diseases. Performing surveillance and/or active case finding, including ensuring understanding of the need for consistent case definitions and data recording.

·            Managing data systems and ensuring accurate, high quality databases; analyzing results and preparing regular written reports on progress and findings for project medical referent, and Medical coordinator

·            Knowing, implementing and following up the MSF, National, and universal alert and emergency threshold and other protocols for different kinds of scenarios

·            Know and ensure proper use of software used for health data recording (i.e. HMIS, REACH, etc.)

·            Ensuring high standards quality information /data /Respecting medical secrets and confidentiality at all times.( when necessary)

·            Follow and monitor the trends of diseases and  Humanaitairian and public health emergenicies, data collection, analysis, interpretation , summarization and  presentation of  information in a way to enable fast decision making and  evaluate the timeliness and completeness of surveillance, interventions and activities.

·            Keep executive team informed of trends, outbreaks, and significant Humanitarin and public health related events.

·            Analysis and interpretation of surveillance data and provide report, regular weekly & monthly feedbacks

·            Ensure surveillance data and report quality and reliability by identifying and addressing system problems

·            Check to be sure that all questions are asked and the responses are recorded during proactive call

·            Ensure an surveillance system integrating  a event based, and  indicator based, integrated  community based system  and established an active surveillance sytem  visting poorly perming  sites.

·            Follow the instructions of the PMR in order to ensure efficient data collection.

·            Administer each proactive call and collect data from each interviewee according to a standard operating procedure.

·            Report/share all best practices and challenges to the MERT coordination.

·             Work under the supervision/guidance of PMR , Field coordinatror(when necessary)and the  medical coordinator

·        Collaborating with Project coordination to influence key decisions

.        Assists the PMR revising and implementing surveillance systems, including development of protocols, data collection tools, surveillance information systems and reporting procedures.

.       Carry out additional task the  suppervisors may ask

Emergencies and assessments

·        Assist in alerts’ verification assessments as requested.

  • Participates in the implementation of medical activities in case of MSF emergency response intervention.        

Information Technology

·        Assist medical staff in the understanding and use of the MSF data tool.

·        Responsible for data management and use of the data tool: weekly backup, virus updates, report problems.

·        Focal person for GIS, REACH and HMIS of MERT medical data .

·        Familiarize and establish innovative data processing, analysis and presentation mechanism with in the mission

Other:

·        Participate in project meeting and provide when necessary information on alert detection, data collection, data entry, reporting and trends in the data that require further analysis.

  • Receives the PMR feedback and act on it according to the particular needs,after sharing it with the medical coordination
.        Upon ondemand  of the project or the medical coordinator  particpate in a rapid assessment and conduct mortality and morbidity surveys.

Job Requirements

Education

                                     

•  Degree in Information and Technology, Degree in public health scinces, Degree in epidimiology, Degree in Nursing degree/diploma

•  Desirable masters in epidemiology, statistics or information technology

Experience

•  Desirable 2 years of previous experience and previous experience in other NGO’s

•  Demonstrable experience in supervising and training others in a team setting

Languages                 

English, Amharic and Somali essential

•  Good organizational skills, including the ability to independently prioritize tasks for multiple concurrent interentiosn, track the progress and status of tasks and objectives in detail, and provide status updates on short notice;

•  Meticulous, clear and prompt documentation of methods, actions, decisions and results;
