The Job

Position Overview

The Senior WATER Infrastructure Officer will be responsible for the overall technical management of Splash’s water, sanitation, and hygiene projects.  Key responsibilities will include ensuring proper installation, maintenance, managment, and the scaling up of WASH hardware installed across Addis Ababa schools and other child-serving institutions.

Roles and Responsibilities

  • Plan, schedule and oversee the implementation of WASH infrastructure such as water filtration systems, drinking and handwashing stations, sanitation facilities and all related hardware
  • Design new water supply system meeting splash and national urban institutional WASH/Water supply standards and criteria including plumbing and electrical work 
  • Ensure that the WASH/Water Infrastructure at every Splash project reflects our commitment to quality, and that Splash staff and contractors involved in infrastructure work understand relevant program standards and expectations;
  • Support on WASH/Water facilities assessment, planning, and technical infrastructure with support from the WASH/Water infrastructure Manager and other Splash technical leads;
  • Participate in capacity building and coaching on infrastructure topics across offices and with partner organizations as appropriate;
  • Manage and supervise the work of the technical team/contractors in the field ensuring quality, timely delivery, billing and adequate record keeping;
  • undertake accurate take-off sheet measurements of each the tasks and activities, and prepare Bill of quantity and specification including plumbing and electrical materials and installation
  • Prepare payment certificate Ensure the design standards or ratios are meet during the construction;
  • Making sure the project construction quality maintained at the desired standard through usage of high-quality construction material, standard concrete mix, laying ceramic times, water storages, water stations; 
  • Ensuring the construction tasks and activities are running smoothly and structures are completed within in the allotted time/ schedule;
  • Support the development and tracking of local budgets related to WASH infrastructure activities and expenses of equipment and materials
  • Support the O & M team on managing and maintain the database of all systems and spare parts inventory held in the office, participating in periodic inventory counts and reviews to support financial recordkeeping, work planning, and procurement processes
  • Support the O & M team on track and ensure that all routine maintenance and replacements are made on time as per schedule;
  • Develop or use Splash O & M training materials, and provide high quality trainings for the clients / site owners-school management in collaboration with other teams (project and Behavioural change team);
  • Continually evaluate the effectiveness of the hardware being design and installed and make improvements where necessary;
  • Provide thought leadership and recommendations on infrastructure considerations for long-term sustainability such as identification of local technical resources at site level that can ensure maintenance even after Splash’s exit
  • Participate as requested in research and meetings/conferences to represent Splash and stay current on WASH sector 

Reports To:

  • The Senior Water Infrastructure officer will report to the WASH / water Infrastructure Manager and work closely with other WASH Infrastructure team members

Compensation and Benefits:

  • Annual salary for this position will be established at time of hire and will be reviewed at least annually.

Job Requirements

Education and Other First-Level Required Knowledge, Skills, and Experience:

  • BSc/MSc Civil/ Hydraulic / water resources Engineering plus a minimum of five years of relevant work experience
  • Ability to develop realistic plan, collaborate effectively with senior staff and peers, local partners (contractors, government partners, schools, and vendors).
  • Experience using electronic data input and analysis tools, including Microsoft Office Suite (Word, Excel, Outlook, Engineering/ water supply design software).
  • Experience using project O & M management processes and tools.
  • Strong written and spoken English skills and demonstrated report writing experience.

Second Level Required Knowledge, Skills, and Experience:

  • Experience with standard process controls and operational practices in WASH/water supply systems
  • Understanding of occupational hazards and safety precautions applicable to construction and O & M procedures.
  • Understanding and using design software including AutoCAD
  • Experience on project management and coordination
  • Experience on monitoring, troubleshooting, and repairing water facilities.
