The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person for the position of Detention Field Officer 1

 

PURPOSE

Under the supervision of the Deputy Protection Coordinator in charge of detention and Prison System Advisor as Functional Manager, the Detention FO - PSO:
  •  Participates in identifying and formulating solutions to humanitarian issues that are rooted in the prison system.
  • Supports the Delegation in developing a mapping of the key actors involved in detention-related programs and in developing and/or strengthening contacts with them.
  • Contributes to the planning and implementation of capacity building activities for prison authorities.
  • Compiles activity reports, as well as quarterly and annual reports.

RELATIONSHIPS

With the Prison System Advisor as functional manager, the Detention Field Officer is part of, and works with the detention teams including specialists, to contribute to the planning and implementation of capacity-building activities for prison authorities.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
  • Understands and adheres to the ICRC Code of Conduct
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement
  • Respects and observes staff regulations and security rules at all times
  • Represents the ICRC in a professional manner at all times
  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers
  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICR
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

Main tasks:

  • Ÿ  Supports the mapping of stakeholders working in detention and of detention-related programs (building of new prisons, training of staff, capacity building projects, judicial guarantees, etc.) that these actors plan or are implementing in Ethiopia to identify possible points of contact, as well as synergies.
  • Supports the development of multi-stakeholders approaches in support of ICRC humanitarian objectives.
  • Supports the PSA in the development of seminars or thematic workshops on relevant issues, with prison management and other authorities/actors.
  • Translates all relevant documents from Amharic to English and vice versa, including training material and official correspondences: and supports with interpretation during trainings and meetings.
  • Participates in the planning and preparation of trainings on international standards and related best practices.
  • Supports detention delegates in developing evidence-based studies and analysis.
  • Supports the delegation in producing thematic reports on the humanitarian issues in detention  and in shaping solution-oriented key messages.

 

Other tasks:

  • Ÿ  Takes part in briefings and technical support to staff involved in detention activities.
  • Helps to plan, organize and prepare minutes of internal and external meetings.
  • Reports the results of his activities in a timely manner using existing institutional tools.
  • Prepares supply requests, working advances, accountabilities, training materials, travel plans and working advances on systemic support activities.
  • Takes responsibility for his/ her own professional learning and development, working closely with his/ her colleagues to improve skills.
  • Is aware of the delegation's objectives and has a good knowledge of the Movement, NRCS branches, humanitarian organizations, UN and other interlocutors (authorities, local leaders, etc.).
  • Interprets between local language and English for other ICRC staff if need be.

Job Requirement

  •  University degree in Law or social science
  • At least 3 years' experience working in managerial position in a related field such as criminal justice system, Law, social or political sciences
  • Excellent command of Amharic
  • Oromo language would be an asset
  • Computer literacy
  • 1 or 2 years' experience working for the ICRC or other humanitarian agency an asset
