Background

Ethiopia Civil Society Coalition for Scaling Up Nutrition (ECSC-SUN) movement is part of the global initiative for the Scaling Up Nutrition movement being hosted by Save the children in Ethiopia. The coalition has been established and was under implementation with the aim of increasing public and relevant sectors’ awareness on nutrition and ensuring improved nutrition governance and raising the profile and political attention given to nutrition in Ethiopia. As a part of fulfilling this objective, ECSC-SUN has been supporting National Nutrition Coordinating Body/Ministry of Health for the development of Food and Nutrition policy of Ethiopia its strategy and Food and Nutrition Council and Agency establishment proclamation development and finalization.

To extend the support of the Ethiopian Civil societies for the practical implementation of the food and nutrition policy and strategy on the ground, ECSC SUN aims to conduct a situational assessment focusing on mapping of Civil societies, Nutrition advocacy and transformative gender approach status. Based on this assessment result, the consultant will develop civil societies mapping platform, advocacy framework, gender transformative approaches and women empowerment strategy and training guide. 

Purposes

The overall purposes of this assignment include:

  • Conducting Situational assessment focusing on Civil societies mapping, gender mainstreaming and nutrition advocacy
  • Development of Geographic Information System (GIS) and Web based civil societies mapping platform, Advocacy frameworks and gender mainstreaming and women empowerment strategy and training guide

Scope of work, research questions and Deliverables 

Scope of work: The overall scope of work includes:

  • Conducting Situational assessment focusing on Civil societies mapping, gender mainstreaming and nutrition advocacy
  • Development of Geographic Information System (GIS) and Web based civil societies mapping platform, Advocacy frameworks and gender mainstreaming and women empowerment strategy and training guide

  • Development of gender transformative approaches and women empowerment training guide
  • Conduct situational assessment focusing on mapping of civil societies, nutrition advocacy and gender transformative approaches
  • This assessment will be conducted at federal level and in two regional states (Amhara and Tigray) including zones and woredas.
  • This assessment will be conducted in all civil societies working on nutrition specific and nutrition sensitive programs
  • Development of GIS and Web based civil societies mapping platform
  • Development nutrition advocacy framework
  • Development of gender transformative approaches and women empowerment Strategy

Key research questions

The technical scope of this assignment will be based on the following research questions:

  • What are the types and natures of civil societies working on nutrition sensitive and nutrition specific interventions on the above regions and administrative levels?
  • What are the geographic coverage of the civil societies? 
  • What are the target groups of the programs/projects?
  • What are the thematic, general and deep dive interventions under the nutrition programs?
  • What is the existing resources for nutrition within these Civil societies? 
  • Availability of gender transformative approaches, implementation process, existing opportunities and needs within these civil societies? 
  • Availability of Nutrition advocacy tools, implementation process, existing opportunities and needs within these civil societies?
  • Durations of the implementation projects and respective donors

Deliverables

  • Inception report detailing the consultant understanding of the task and the methodology to be employed to complete the task

                > Data collection tools and approaches for the assignments

  • Overall progress report during the middle of the assessment
  • Comprehensive situational assessment report in separate sections for: 

                > Mapping of civil societies

                > Nutrition advocacy

                > Gender mainstreaming and women empowerment 

  • Completed GIS and web based mapping platform
  • Completed nutrition advocacy frame work
  • Developed gender mainstreaming and women empowerment strategy
  • Developed   gender mainstreaming and women empowerment training guide

Methodology

The situational assessment is expected to employ quantitative research designs and approaches during the data collection and analysis processes. Primary data will be collected from the civil societies using structured data collection tools. However, during phase two, various consultative meetings will be held with responsible stakeholders to validate the preliminary mapping platform, strategies and frameworks

Hence, the consultant will identify and develop an appropriate and detailed methodology that is accepted and suitable to both phases. The methodology, data collection methods and supporting tools will need to be approved by ECSC-SUN core team.

Management and reporting mechanism

  • The consultant is expected to work under the direct supervision of the Senior Research, Knowledge management and Learning Specialist and ECSC-SUN steering Committee
  • The consultant leads the data collectors works and reports 

Key responsibilities of the consultant

Consultant

  • Prepare and submit technical and financial proposals
  • Prepare inception report and 
  • Revise and/or develop assessment tools for the assignments
  • Prepare and submit regular progress and final reports
  • Train and supervise data collectors 
  • Submit all deliverables on time with quality works 

Performance and delivery period

The performance period of these assignments will be for three months and deliverables are put as follows:

  • Phase One (Situational assessment): The final report of this assignment is expected to be submitted by January 30 2020 
  • Phase two (Development of mapping platforms, strategy and frameworks): This assignment is expected to be finalized and delivered by March 15 2020




 


 





Job Requirements

Profiles/qualification of consultants

This assignment demands a lead consultant(S) and data collectors to achieve the listed activities and deliverables.  ECSC SUN will recruit and avail data collectors for this purposes and this TOR is aiming to recruit the lead consultant. Hence:

The lead consultant(s) need to fulfil the following qualifications and experiences:

  • Post graduate or doctoral degree on relevant disciplines such as Nutrition, public health, Gender, law, IT and other related fields.
  • A minimum of 15 years’ experience in the field of development sector including consultancy work with the Government and development partners in nutrition, health, food security or related fields. 
  •  Excellent knowledge of Nutrition situations, food security, Gender and nutrition Advocacy programs in Ethiopia.

  • Rich Experience of developing strategic documents, frameworks and guidelines related to nutrition, gender and advocacy.
  •  Excellent experiences in organizational development works
  • Experience in development of GIS and Web Base partners mapping platform
  • Excellent communication, analytical and writing skills.
  •  Ability to deliver quality results within strict deadlines.

  • Updated CV of the consultants and experiences of previous similar works

Those who satisfy the criteria indicated above will be considered for selection and those who win the offer shall be awarded the jobs. Applicants are expected to submit their copy of TIN number and Trade License. SC shall withhold 2% if the individual consultant has a TIN number & License or 30% where he/she does not have a TIN number & License as per the Ethiopian Tax legislation.

Technical proposal, including resume of the consultants with supporting documents, printout documents that show previous work experience, names and contact information of a minimum of two previous clients, and financial proposals should be submitted separately in a sealed envelope on or before January 13, 2020 at 4:30 P.M in person.
