The Project

WSSCC WASH Project in Ethiopia aims to accelerate the achievement of sustainable sanitation, hygiene and water services for all people, with special attention to the unserved poor, by enhancing collaboration and coordination of all sector stakeholders. It achieves this aim through networking and knowledge management, sector strengthening and communications work, and linking with SNV work on sanitation and hygiene for all, Ethiopia Sanitation and Hygiene Program (ESHIP) which executes through the Ministry of Health and other stakeholders’ initiative at community levels.

The project is implementing its Country Engagement Plan in close collaboration with the Hygiene and Environmental Health Director of the Ministry of Health. WSSCC/SNV would like to support the Hygiene and Environmental Health directorate through engaging senior WASH program advisor who will provide technical advisory role on policy and strategic issues and program implementation.

As part of its capacity building intervention, SNV is looking for professional and experienced Senior WASH Program Advisor for WSSCC WASH Project.

Job Description

The Senior WASH program Advisor will be responsible for program implementation, monitoring and evaluation related to WASH interventions in the Ministry of Health. He/ She will ensure that information from monitoring, evaluation and other assessments are actively used by the Ministry and implementing partners to inform and adjust project implementation, strategies, modalities and ways of working when necessary. She/he will also provide technical and coordination support to the directorate and liaise with WASH Stakeholders in working group forums. In addition, she/he will be responsible for actively seeking and providing feedback on WASH programme and submission of all required WASH programme deliverables to the national Programs.

WASH Program Advisory Role:

· Provide technical oversight of all accelerated programme activities in the Ministry related to WASH

· Direct support of design, implementation and monitoring of programme interventions including but not limited to scheduling implementation timelines and managing intervention implementation processes.

· Promote the adaption of preferred practices on WaSH and assess their application across the programme.

· Support the H&EH directorate to ensure equity and non-discrimination (EQND) and living no one behind (LNOB) is explicitly integrated, MHM is systematically addressed for schools and communities and incorporation in various policies, strategies, approaches supporting improvement in quality of construction of WASH facilities.

· Work with the hygiene and environmental programme team and other partner agencies to support the WASH sector in learning and sharing approaches and practices for integration, and ensure that lessons of sound practice on WASH (including the E-SHIP program) are implemented, documented and disseminated

· Support the directorate to develop and use quality standard indicators/checklist on WASH during monitoring visits.

· Play significant role in the implementation of WSSCC Country Engagement Plan with WSSCC National Coordinator and WSSCC WASH Media and Communication Officer.

· Provide strategic support to E-SHIP program in consultation with the project Manager

Coordination and stakeholder development

· Systematic support to the Directorate in enhancing collaborative behaviours at national and regional levels – giving more focus for coordination mechanisms;

· Collaborate with appropriate Ministries and WASH sector partners to implement and monitor appropriate actions to improve efficiency and quality of project implementation in WASH;

· Seek opportunities for different kinds of partnership for enhanced quality program implementation and leveraging with the Directorate/ Ministry;

· Periodically collect information about what other Ministries and development partners are best doing/working within WASH sector to gain institution knowledge of the environment;

· Engage in the WASH sector platforms and networking to booster the implementation the WASH program in the Ministry.

Business Development

· Identify and advice the Directorate and WSSCC National Coordinator on potential and new opportunities including donors for resource mobilisation or business development which is aligned to the Ministry and SNV strategy;

· Provide the Ministry and SNV with relevant WASH information which could be helpful as an input for Business Development;

· Participate and contribute for the development of WASH concept notes and full proposal writing process;

· Involve in the pre-preparations and commencing new WASH projects in the country.

Knowledge Management, Learning and Innovation

· Inform WASH knowledge agenda to the Directorate and WSSCC, in line with direction set by the Directorate;

· Support the Directorate in developing case studies to disseminate learnings to larger audience/stakeholders including GoE, USAID, consortium members, SNV global and other NGOs working in the WASH sector;

· Capture lessons learned, stimulate internal and external knowledge exchange and suggest ways how to translate this into practice to the Directorate;

Monitoring

· Support coordination of WASH monitoring activities and development and identification of integrated WASH related monitoring activities.

Health systems strengthening

· Work on how to interpret and use data/findings to guide decision making

· Assist the directorate in identifying routine service delivery platforms where M&E activities can be integrated.

· In consultation with MOH and WSSCC National Coordinator support the practicality of global monitoring tools and process such as GLAAS, JMP and TrakFin

Administrative

· Support in planning and conducting baseline studies and evaluation if required.

· Support the directorate and participate in conducting, where needed surveys, impact assessment surveys, surveillance surveys, and project baseline surveys

Qualifications

Education:

Have at least master’s degree in Public Health with Environmental Health Background

Experience:

Have at least ten years and above experience on project implementation, monitoring and evaluation and SBCC in WASH and health sector;

· Excellent facilitation and communication skills in English, both interpersonal and written;

· Excellent analytical skills;

· Pro-active and solution driven;

· Strong communication and advisory skills including interpersonal communication skills;

· Experience in proposal development and business development

· Willingness to travel to remote project districts/region.

· Demonstrated organizational skills and a strong track record in meeting deliverables and deadlines;

· Strong data analysis and reporting skills;

· Ability to work in a team and independently;

· A team player able and willing to perform tasks to make the TRANSFORM WASH project/s successful.

· Experience in database management systems.

· Experience with participatory methods and partnerships.

· Cultural sensitivity, patience and flexibility.

· Knowledge of the Government health system

· International development experience with light to moderately complex projects.

· An understanding of and commitment to equality.

Additional Information

The position will be for One year (January – December 2020) with possible extension based on performance and availability of fund and the location will be Addis Ababa (four days at MOH and one day at SNV Office per week), with frequent in-country travel
