Under the business unit Dereja.com we are currently implementing a project for People In Need to establish public employment service centers in 4 sub-cities in Addis Abeba (Arada, Yeka, Kirkos and Addis Ketema). The public employment service centers are going to be establish to deliver various services to returning refugees and the general public. Thus, we are looking for a qualified candidate to lead the project as a project officer.

The Project Officer will have the overall responsibility of leading the project to deliver four specific project targets, 1. Public employment center manual development, 2. Public employment center physical set-up, 3. Public employment center database development 4. Public employment center staff training and 5. Public employment center operation technical support. The project officer will give strategic guidance to the implementation of plan and will work to achieve planned objectives of the project. The project officer will represent Dereja.com at every level on various communications and engagements with stakeholders. She/he will maintain effective liaison and working relationship with the appointed public employment center staff. The Program Coordinator is responsible to report to IMS.

The public employment center establishment Project is implemented IMS in partnership with People In Need as the owner of the project. The project officer will be responsible to coordinate project implementation on all four sub-cities and communicate progress regarding project activities with stakeholders. The project officer will also be responsible for engaging project team representatives from sub-cities, practice a consultative management style with delegation of roles and responsibilities to appropriate staff within the project.

Key Tasks and responsibilities

Key responsibilities are: -

A.    Planning

  • In consultation with IMS management team, the project officer will be responsible to review and prepare the project’s work plan and budget during planning process.
  • Manage work plans for project logistics and activities, identifying and responding to the implications of inter dependencies between different sub-project activities.

B.    Implementation

  • Develop a method of assessing the performance of the project regarding public employment center establishment in selected sub-cities, with the project team provide technical support on delivery of employment services within the centers and awareness creation for beneficiaries to use the centers.
  • Lead the team on implementation of key deliverable to achieve desired outputs which are:
  • Develop public employment service center operational manual.
  • Design, equip and organize all 4 public employment centers in each sub-city.
  • Training of public employment service center staff with adequate skills enabling them to deliver key services.
  • Develop public employment service center database to make service delivery accessible and effective documentation.
  • Provide technical support (consultation) for all 4 centers for operational support after center lunching. 
  • Work with employers to create link between the centers in creating employment opportunity for beneficiaries.
  •   Deploy various promotional methods to create awareness about the centers to beneficiaries and general public.
  • Ensure that project activities are implemented and outputs achieved as planned and within the developed schedule.
  • Review progress regularly, submitting internal progress review reports outlining progress, issues and actions being taken in the standard format.
  • Organize a project progress review session with IMS management, People In Need representatives and stakeholders on project achievement against activity and output plan, and a forward look on whether the project is achieving against its objectives, indicators and beneficiaries. 
  • Proactively identify and monitor any risks to delivery and develop action plans to address issues identified.

C.    Financial Management

  • all procurement of goods and services follow company financial requirements Manage the project within the agreed budget, apply value for money and resource in decision making.
  • Implement method of assessing resource utilization in the project.
  • Implement internal project financial controls, ensuring that resource management of the project follows and exceeds the basic standards.
  • Review budget monitoring reports and provide timely explanations and corrective actions for any significant variances. 

D.    Team Leadership

  • Oversee the activities of project team and public employment center appointed staff
  • Hold timely project team meetings and send minutes and key action points to the relevant stakeholders.
  • Provide leadership and motivation to all project team building values-based team working and individual staff skills relevant to the project. 
  • Effectively and promptly deal with any poor performance and actively recognize and encourage strong performance.
  • Actively seek feedback on own performance and effectiveness from both IMS management as well as project team.

E.    Monitoring and Evaluation

  • The project officer will be responsible to develop and implement a project monitoring and evaluation process that meets the basic internal monitoring and outcome reporting requirements.
  • Work closely with partner organizations to jointly monitor and contribute lessons learned, ensure dissemination and maintain dialogue on key project findings.
  • Ensure the project is collecting organized information on public employment center establishment progress and target beneficiary responses.   
  • Lead the project impact assessment process ensuring that necessary evidence is collected and all staff are actively inputting into the process.
  • Oversee baseline, mid-term, final evaluation and other external evaluations, ensuring that learning and recommendations from those evaluations are explicitly incorporated into the project’s future implementation activity.

F.     Communication

  • The Project officer will be the contact person for all communications regarding the project
  • The Project officer is responsible for deploying efficient and standard communication channel with project team, public employment center appointed staff, IMS management and all stakeholders.
  • The Project officer with the project team will be responsible for creating a strategy to communicate establishment of the centers to the general public. 

Job Requirements

QUALIFICATIONS

  • B.A /Master’s degree in leadership, Management, and Social Science Fields.
  • At least 4 years direct experience in leadership position providing program management and technical assistance.
  • Experience in planning and development of career development programs.
  • Experience in public and private employer relations.
  • Experience in taking leadership role for project implementation and working in teams in a collaborative and consultative manner.
  • Excellent presentation skills.
  • Sound knowledge of government operations, excellent understanding of employment center service delivery and efficient capacity to lead employer relations.
  • Excellent interpersonal and team leadership skills--demonstrated ability to interact professionally with culturally and linguistically diverse audience.
  • Ability to work independently, manage multiple tasks concurrently, and meet deadlines in a timely way with attention to detail and quality.
  • Excellent English written and oral communication, as well as basic computer skills.
